Retail sales, September 2014 (flash estimate) Serial: 141 Dwelling construction continues to recover Dwelling construction, construction permits, quarters 1 3 2014 In the first nine months of 2014, 5168 new homes were built, 27% more than the year before. The number of building permits issued was 6947, representing a 30% increase compared to the period January September 2013. Nearly half of all dwellings (2553) were built in Central Hungary. In addition, larger-scale construction activities can be observed only in Győr-Moson-Sopron County, where the number of new built homes was close to 700 and more dwellings are planned to be built than in the capital city or in Pest County. Despite the continuous growth since the beginning of the year, the number of homes built is still low at 25% of the respective figure of the first three quarters of 2008 prior to the crisis. The number of new homes shows significant regional differences. Compared to the first nine months of 2013, 9% fewer homes were built in with county rights and 44 and 56% more respectively in smaller and villages so far this year. At the same time, there was a 31% increase in the number of homes receiving occupancy permits in Budapest. 1,474 dwellings were built in Budapest and 245 in Győr, apart from this the number of homes receiving occupancy permit was higher than 100 only in Debrecen and Siófok. Housing construction fell in Northern Hungary, Southern Great Plain and Northern Great Plain (to 59, 70 and 98% respectively). The number of the 6947 new home building permits issued in the first nine months of the year was 34% higher than that of the new built homes and 30% more than in the same period of the previous year. More dwellings are planned to be built in all types of settlements and in all regions compared to the same period of the previous year. 36% of all permits were issued in Central Hungary, and 29% of them in Western Transdanubia. The 69% increase measured in Győr-Moson-Sopron County was essentially concentrated in three settlements: the construction of 521 new homes was approved in Győr, 340 in Rajka and 281 in Sopron. In the first three quarters of 2014, the composition of the group of builders has slightly changed compared to the year before: the proportion of homes built by natural persons grew from 57 to 61% and the proportion of homes built by businesses decreased from 40 to 38%. At the same time, in Budapest, 67% of all homes were built by entrepreneurs. In the actual period, only 71 homes were built by local governments. The breakdown by construction goals of new homes was characterized by the fact that the proportion of homes built for own use grew (from 53 to 58%), and the proportion of homes built for sale decreased (from 42 to 39%). 3 percent of them were built for the purpose of letting. According to contractor groups, 64% of newly occupied homes were built by companies with legal personality and 29% of them by private entrepreneurs (this ratio was 63 and 26% respectively in the corresponding period of the previous year). Among the newly built residential buildings, the proportion of new family houses was 58%; the share of multi-storey, multi-unit buildings was 38%, while the proportion of homes in residents park remained unchanged at 2%. In the first nine months of 2014, the average floor area of the homes receiving occupancy permits was 102 m 2, virtually the same as a year earlier. The proportion of homes with a floor area greater than 100 square meters was 41%, just as in the same period last year, while the proportion of homes smaller than 60 square meters was nearly unchanged (increased from 27 to 28%). During the reporting period, 858 homes ceased to exist; from this 183 were owned by local governments. 195 holiday units were built in 148 holiday buildings and building permits were issued for 296 holiday units in 211 holiday buildings. The number of holiday units receiving occupancy permit increased by 23%, while the number of approved holiday units rose by 57% compared to the first nine months of the previous year. The average floor area of new holiday homes was 91 m 2, 3 m 2 higher than in the same period last year. On the basis of new building permits issued, the construction of 3826 residential buildings and 3889 non-residential buildings is planned, this is a 13 and a 2% increase respectively. Among non-residential buildings, the number of permits issued for industrial buildings increased by 16%, at the same time the number of permits issued for agricultural and commercial buildings decreased by 24 and 17% respectively.
