Retail sales, March 2014 (flash estimate) Serial: 59 Dwelling construction is up from the low point Dwelling construction, construction permits, quarter 1 2014 In the first three months of 2014, 1692 new dwellings were built, 51 percent more than a year ago. The number of dwelling construction permits rose year-on-year by 20% to 1654. Within new home construction, the proportion of dwellings built by enterprises and those built for sale increased. There was a rise in the proportion of multi-storey, multi-dwelling buildings as well as in that of smaller homes. Despite the apparent increase, the number of dwellings put to use remained extremely low, at barely a third of the first quarter performance of the last pre-crisis year, 2008. The number of dwelling construction permits also moved away from a standstill, but it also makes up only 18% of the first quarter level of 2008. 529 new dwellings were put to use in Budapest, which was more than double than a year ago; however, it still remained below the 2012 level: it was less than 70% of the first quarter value of 2012. Concerning the regions, more than half of all dwellings were built in Central Hungary and only Győr- Moson-Sopron County reported a significant home building activity. The number of dwellings put to use continued to decrease in Northern Hungary and Southern Great Plain. In the first three months of this year, the number of newly issued dwelling construction permits was nearly the same as that of home completions. Compared to the previous year's low base, 20 percent more, i.e. 1654 new licenses were issued, which does not even make up one fifth of the figure of the first quarter of 2008 and it is 23 percent lower than the data of the same period of 2012. More than 300 homes are planned to be built only in the counties of Pest and Győr-Moson-Sopron. Year-on-year, there was a change in the group of builders: the proportion of homes built by private individuals fell year-on-year from 70% to 56%, while the proportion of homes built by enterprises rose from 29% to 43%. In Budapest, 83% of all new homes were built by enterprises. In the reference period, only 14 homes were built by local governments. In line with the change in the composition of builders, the proportion of homes built for own use decreased (from 67% to 53%), while that of dwellings built for sale increased (from 31% to 45%). 1% of the new homes were built for rent, about the same as a year earlier. 67 percent of all dwellings put to use were built by companies, 28 percent by private enterprises (in the previous period the corresponding figures were 54% and 31% respectively). Concerning new residential buildings, the proportion of homes built in family houses decreased from 70 to 53%, and the share of those in multi-storey, multi-dwelling buildings increased from 24 to 43%. The proportion of dwellings built in residents parks was 2% (4% a year ago). In quarter 1 2014, the average floor area of dwellings fell by 13 m 2 to 99 m 2. The proportion of dwellings with a floor area of over 100 m 2 decreased from 50% to 39%. In the observed period, 287 dwellings ceased to exist, 82 holiday units were built in 47 holiday houses and the construction of 100 holiday units was permitted in 63 holiday houses. The number of holiday units put to use increased by more than one and a half times during the year, the number of approved holiday units nearly tripled. Similarly to the previous period, the average size of a new holiday unit was 76 m 2. Dwelling construction, construction permits Q1 2014 is going to be released on 29 th July 2014.
According to new building permits, 924 new residential and 1145 non-residential buildings are planned to be built. This is a 9 percent increase for residential and a 29 percent increase for nonresidential buildings. Among non-residential buildings, the number of planned industrial and commercial buildings increased by 58% and 9% respectively, while that of agricultural buildings decreased by 15%.
