ANNEX 0.5.01. ME 01 Responsibility of the management (Quality procedure summary) I. AIM OF THE REGULATION The aim is to ensure processes by means of which the management of the Faculty of Veterinary Science can operate processes in the framework of the quality management system including planning, decision making, consensus seeking, assessment as well as setting goals and strategic planning, shaping the organisational structure of quality management and the management review. I. REGULATIONS 1. Vision, mission, strategy - formulating the mission statement of the University, its approval and formulating the Faculty s mission, - elaboration, discussing and approval of the University development plan (C-SWOT analysis and strategic planning), setting priorities, - elaboration of the quality strategy, - deduction, elaboration, discussing, approval and communicating/publishing the annual plans of quality improvement, 2. Elaboration and formulation of quality policy and quality objectives - elaboration, discussing, acceptance of the quality policy, - annual revision of the quality policy, - definition and communication of responsibilities and authorities (regulation of organisation and operation, job descriptions) 3. Responsibility and authority should be determined in the regulations of organisation and operation of FVSB, job descriptions, and the quality management manual. 4. Resource management (see also ME-12, ME-13) 5. Operation of the quality management system - provision of material resources, - proposition for, acceptance and appointment of managers of the quality management system, - organisation, coordination and monitoring of communication and performance of tasks related to quality management, - regular assessment, internal audits, and monitoring of improvement measures. 6. AIM OF THE REGULATION To regulate the elaboration, approval, distribution, alteration, maintenance and archiving of documents, data and records. II. REGULATIONS 1. Elaboration of documents - determination of the scope of documents required for the operation of the quality management system, - proposition for and appointment of the process masters, - preparation and maintenance of the templates of the quality manual, processes, orders and other documents, - elaboration of the draft of regulations and - their revision from the professional, process, quality management, legal, and coherence of documentation point of view, - approval and implementation of regulations, - ensuring the publicity of documents, - systematic storing and registration of valid documents, - systematic backup and protection of electronically stored data. 2. Modification, withdrawal and archiving of regulatory documents - proposition for the alteration of regulations, - answering the proposition, - modification of the regulations and revision of documents, - revision, approval, publicity is provided for as in the case of new documents, - archiving of non-valid documents. 3. Following legal regulations - following legal regulations and making them public, - determining steps to be taken due to new legal regulations, - monitoring the realisation of these steps, and compliance with law. 4. Control of standards - determining the scope of standards to be dealt with, - following the validity of standards, making it public in the checklist of standards, - ensuring the accessibility of standards. 5. Handling of external documents according to relevant regulations of the University. 6. ANNEX 0.5.03. ME-03 Partner focus in education, research and other services (Quality procedure summary) I. AIM OF THE REGULATION The main aim is to receive the expectations and developmental needs of our partners in a controlled manner, to interpret these and to forward them to those involved in the processes of education, research and other services. We distinguish the following primary partner categories: students; labour market, economic organisations, foundations, chambers; Hungarian and international educational and cultural institutions; the Hungarian Academy of Sciences and its institutions; authorities supervising, financing and controlling the University; organisations offering non-research application possibilities; organisations utilising research services, other services, premises or material resources (see also ME-13 and ME-08). II. REGULATIONS 1. Formulation of promises to students - approval of promissory notes regarding the university and its educational services, the faculties, the libraries, the hostels, etc. for would-be students, - preparation of staff members participating in informing students, - enrolment and contracting with students, - monitoring the realisation of promises, - promissory notes regarding active students training (see also ME-05), - conducting surveys to get feedback from students (see also ME-14). 2. Gaining information about the needs of the labour market, economic organisations, foundations, chamber and making promissory notes - survey and analysis of needs, - promissory notes made for the labour market regarding the competences of students, - learning about the labour market needs declared by authorities, - assessment of data from independent surveys, - publicising information about the knowledge and competences of graduates. 3. Gaining information about the needs of co-operating enterprises, organisations, and those utilising services, premises, material resources, and making promissory notes to them - seeking organisations willing to co-operate and offer possibilities for students, - economic analysis of contracts for co-operation, - contracts for the utilisation of premises, material resources, - contracts for co-operation with professional organisations, - promissory notes made for organisations providing opportunities for professional practices, - surveying the level of knowledge and competences of students in organisations providing opportunity for professional practices. 4. Gaining information about the needs of financing authorities, making promissory notes - forwarding orders and regulations of the Ministry to the management of SZIU (see also ME-02) and taking the necessary measures, - handling mail from supervising authorities, - following the expectations of the Hungarian Accreditation Committee, - agreements with the financing authority and communication. 5. Gaining information about the needs of other educational, R+D, cultural institutions, Hungarian and international societies, making promissory notes - revealing possibilities for co-operation, - maintaining connections with cultural institutions, Hungarian and international professional societies, - strategic relationship with Hungarian fellow institutions and their professional managers, - connections with secondary school students. 113

ANNEX 0.5.04. ME 04 Planning training processes (Quality procedure summary) I. AIM OF THE REGULATION The aim is to determine the processes of founding and starting a subject/track, planning and improving the curriculum and the programmes of subjects so that the related procedures should always comply with the plans, with legal regulations, and with the needs and opinion of partners. So far as postgraduate training is concerned, see ME-06. II. REGULATIONS 1. Planning of training processes and their improvement - elaboration of a training development strategy (see also ME-01), - elaboration and approval of annual training development plans, - assessment of the realisation of plans (reports) at Faculty and University level; approval of the reports. 2. Preparing new programmes at the Bachelor or Master level - starting the procedure for the new implementation of a new programme, appointment of the programme manager, - planning the procedure, elaboration of the application, consultations and corrections, - discussing the application of the new programme at Faculty and then at University level, approval of the application, - submission of the application for the establishment of a new programme. 3. ANNEX 0.5.05. ME-05 Basic educational processes (Quality procedure summary) I. AIM OF THE REGULATION The aim of the regulation is to ensure that high-quality education is realised as it is planned. It covers the planning of educational processes for academic years or semesters, the preparation and realisation of examinations serving for the assessment of students knowledge and competences acquired during their studies, the quality checks ensuring the quality of these activities, and the corrections of nonconformities occurring. II. REGULATIONS 1. Administrative preparation of educational processes - processing of personal data of admitted students (Neptun), - planning of the registration week, - registration of the students. 2. Regular administrative support of educational processes - student support service, - preparation and publishing of stipendia and social support programmes, - decision and acceptance of applications for stipendia and social support, - management of the electronic study management system (Neptun) and records, - handling of the archives. 3. Planning of semesters, academic years - determination and acceptance of the time schedule of the academic year, - determination of expected teacher workload and necessary inter-faculty/interdepartmental co-operation, - determination of subjects and courses, - assignment of the teachers of subjects, - organisation of co-operative teaching and external lecturers, - acceptance of workload and courses, - uploading and checking curricular modifications in the Neptun system, - announcement of courses in the Neptun system, - determination of factors influencing the elaboration of the timetable, - compilation of timetables in the Neptun system and their checking and correction, - preparation and acceptance of information (booklet/cd) for the academic year. 4. Subject-related activities - supervision of requirements for each subject, and - making them public on the department s homepage. 5. Realisation, monitoring and checking of the educational process - communication of requirements to students, - holding lectures and practices during the semester, - checking the educational process and handling nonconformities with the prescribed order of the training, - midterm tests and assessment of students work during the semester, - updating of examination questions, - initiation of the student evaluation of teachers (according to ME-14 Measurement, analysis and development). 6. Examination and the closing of semesters - determination and announcement of exam dates of subjects (with respect to students suggestions) in the Neptun system, checking of the completeness of the exam schedule, - registration of exams in the Neptun system, - examinations and registration of exam results in the Neptun system, - making statistics of exam results and assessment of the semester s educational results. 7. Processes related to intramural and extramural practices - preparation of the list of practical possibilities (intramural or extramural; clinics, laboratories, etc.), - contracting for the practicals of the 11th semester, - determination of the tasks to be carried out during the practicals, - monitoring and evaluation of practicals. 120

8. Thesis writing, final examination, closing of educational processes - determination and announcement of thesis requirements and submission dates, - announcement of thesis topics, - registration and topic selection, - assignment of tutor (consultant), - consultations, - evaluation of the thesis and acceptance, - up-dating of final examination questions, - organisation of final examination, - final examination, - gathering and statistical analysis of the opinion and remarks of the members of final exam committees (according to ME-14 Measurement, analysis and development), - closing of educational processes/studies. 9. Assessment of educational processes - semester evaluation at staff meetings of the educational departments (based on the analysis of subject descriptions, student performance indicative of the effectiveness of knowledge transfer, feedback from teachers and students), - interventions on the basis of the opinion of final exam committees, - determination of areas for development (see also ME-04 Planning training processes), - surveys in the Graduate Career Tracking system regarding satisfaction with the educational process (according to ME-14 Measurement, analysis and development). 121
