Dr. Manherz Károly Szakállamtitkár Oktatási és Kulturális Minisztérium FELSOKTATÁSI REFORM ÉS AZ EGÉSZ ÉLETEN ÁT TARTÓ TANULÁS Korszakváltás a felsoktatásban A rendszerváltás kezdete, a piacgazdaság kiépítése hatalmas kihívást jelentett a felsoktatással szemben. Ez a kihívás mindenek eltt mennyiségi jelleg volt. A diplomások aránya a magyar társadalomban messze az európai átlag alatt volt. A transzformációs visszaesés után beinduló, és azóta is tartó gazdasági növekedés az els évtizedben gond nélkül felszívta a magyar felsoktatásból kibocsátott diplomásokat. Kis túlzással azt mondhatjuk, hogy a diploma szakterületétl függetlenül. A diplomás munkanélküliség nem jelentett a sajtó számára érdekes témát. Európai viszonylatban - teljes lakosság körében és a végzettekhez viszonyítva is kiváló adatokkal dicsekedhettünk. A keresleti munkaerpiac lehetvé tette, hogy valamennyi felsoktatási intézmény növekedjen, st a nem állami körben számos új intézmény létesítésére is sor került. Az ezredfordulóhoz közeledvén a kutatók egy része már figyelmeztetett arra, hogy a fák nem nnek az égig. Egyszer bekövetkezik a diplomás piac fordulása és természetes módon a keresleti piac kínálati piaccá fog alakulni. Ezzel egy idben nemcsak a kimenet oldalon jelentkezik új helyzet a felsoktatási intézmények és a végzettek számára, hanem bemeneti oldalon is. Ennek oka pedig, hogy a demográfiai elnyúló hullámvölgy a felsoktatást is eléri. Ha megnézzük a felsoktatási jelentkezési trendeket, akkor megállapíthatjuk, hogy a trendforduló a jelentkezéseknél már 2003-al megkezddött, amikortól egyértelm a jelentkezések csökken trendje. A fenti folyamatok következménye, hogy a felsoktatási intézményi hálózat kiépített kapacitása alá kerülhet a felsoktatás iránti versenyképes kereslet a jelentkezk és a munkaer-piac oldaláról egyaránt. A felsoktatási intézmények valódi piaci versenyhelyzetbe kerülnek, amennyiben a korábbinál jóval keményebb versenyt kell folytatniuk a legjobb hallgatókért, és a legjobb tanárokért és diplomásaik elhelyezkedésénél a legjobb munkaadókért egyaránt. E verseny már nem mennyiségi, hanem szerkezeti és minségi jelleg lesz. Azon intézmények számíthatnak kapacitásuk kihasználásra, st akár növelésére is, amelyek rugalmasan alkalmazkodnak a szükségletekhez a képzés profilját és a végzettek tudását tekintve egyaránt. Foglaljuk össze, miért nem folytatódhat tehát a tömegesedés 18 évesek közel 50 %-a továbbtanul. 18 éves korosztály létszáma néhány éven belül 140 ezerrl 100 ezer alá csökken. Az államilag támogatott hallgatói létszám nem növekszik. Európai felsoktatási tér elszívó hatása is egyre ersebben jelentkezik. Kínálati munkaer-piaci helyzet alakult ki. Diploma szerkezet és munkakör szerkezet közötti feszültség n. A korábbi évek friss diplomásai egyre nagyobb arányban és töltik be a diplomás munkaköröket. A felsoktatás kitörése a tömegképzési csapdából Mint fentebb már említettem, valódi piaci versenyhelyzet alakult ki a felsoktatásban. A végzettséget adó képzések szerkezetének és a képzés minségének az igényekhez való fokozatos igazítása az egyik alapvet elvárás és kényszer. Ezt a kormányzat szabályozási eszközökkel is támogatni, ösztönözni fogja. A kormányzati eszközök között ki kell emelni a felvételi képzési területi arányok munkaer-piaci visszajelzésekhez történ igazítását, a minségbiztosítás és hitelesítés színvonalának és következetességének ersítését, a finanszírozási rendszer változtatását a minségelvség irányába. Látni kell ugyanakkor, hogy a meglév felsoktatási kapacitások hosszú távú kihasználásához, az intézmények talpon maradásához az is kell, hogy a felsoktatási intézményi hálózat feladatrendszerét sokkal szélesebben értelmezze. Ezért is beszélünk már egy ideje szolgáltató felsoktatásról, regionális tudásközpontok fejlesztésérl. A felsoktatási intézmények infrastruktúrája, professzionális szervezete és mködési rendje, az irányítási
rendszer fejlesztése, a felhalmozott humán kapacitás lehetvé teszi, hogy a hagyományos akadémikus képzés mellett az intézmények rugalmas szolgáltatásokat végezzenek, illetve erre alkalmassá tegyék magukat. Ebben a kormányzat segítségére is számíthatnak, többek között az Új Magyarország Fejlesztési Terv pályázati támogatásával. A felsoktatási intézményeknek képeseknek kell lenniük arra, hogy feltárják a regionális szükségleteket, folyamatos kapcsolatokat építsenek ki a régió szereplivel, gyakorlatias képzési programokat és szolgáltatás csomagokat dolgozzanak ki. A fenti célok megvalósítását szolgálják többek között az alábbi változások. Több ciklusú képzési rendszer bevezetése. Felsfokú szakképzések kínálata a felnttoktatásban. Az alapképzés gyakorlati jellegének ersítése, egyben a további tanulmányok végzésére való felkészítés. A mester programok erteljesebb kínálata a munka mellett, a résztvevk és a munkaadók foglalkoztatási igényeit figyelembe véve. A korábbi szakirányú továbbképzési szakok egy részének mester szakokká fejlesztése. Új típusú kompetencia alapú szakirányú továbbképzések szakok létesítése és indítása - intézményi hatáskörben Teljesen intézményi hatáskörben lév kompetencia kurzusok kifejlesztése a gazdaság megrendelésére Ha áttekintjük a felsoktatás bologna-kompatibilis szerkezetét, megállapíthatjuk, hogy a hagyományos oktatástanulás-munka kapcsolat radikálisan megváltozik és az egész életen át tartó tanulás követelményének megfelelen a tanulás és munka fázisai váltogatják egymást, de egyre inkább párhuzamosan folynak. A felsoktatásban tanulók tehát egyidejleg kötdnek a felsoktatási intézményekhez és munkaadókhoz, ami az intézmények és a munkaerpiaci szereplk mainál sokkal szorosabb együttmködését feltételezi. További fontos változások a felsoktatás és gazdaság kapcsolatának, az egész életen át tartó tanulásnak az ersítésére 12 államilag támogatott félév rendszerének bevezetése. Végzett hallgatók pályakövetési rendszerének bevezetése, központi program és nyílt intézményi pályázat az ÚMFT keretében. Felsoktatási karrierközpontok fejlesztése (ÚMFT): Tanárképzés fejlesztése, tekintettel az andragógiai szempontokra is (ÚMFT). Regionális tudásközpontok, szolgáltató egyetem fejlesztése pályázatok révén, illetve a gazdaság közremködésével is. Szakképzési hozzájárulás felhasználása a gyakorlati képzésben és a munkavállalók képzésében. Innovációs járulékból megvalósítható fejlesztések. Új, modulrendszer, kompetencia alapú felsfokú szakképzés bevezetése Korábbi tanulmányok beszámításának kiterjesztése. Kreditrendszer továbbfejlesztése (szakképzési kreditek, korábbi nem formális tanulmányok és munkatapasztalatok validálása, beszámítása). GYES-en, GYED-en lévk elnyben részesítése. A felsoktatás már ma is jelents szerepet játszik a felnttképzésben Nem tagadjuk, hogy az akadémikus hagyományokkal rendelkez felsoktatás számára a felnttképzés nagy kihívás: szemléleti, módszertani, tudásbeli, eszközhasználati szempontból egyaránt. Mégis azt kell mondanunk, hogy a felsoktatási jó és megbízható személyi, szervezeti és infrastrukturális alapokkal rendelkeznek a felnttképzéshez. Olyan feltételekkel, amelyeket az országos felnttképzési politikában nem lehet figyelmen kívül hagyni. A felsoktatási intézményeket abban kell segítenünk, hogy minél szélesebb körben felismerjék a felnttképzés jelentségét és elvégezzék a még szükséges személyi, tárgyi és módszerbeli fejlesztéseket. Nincs még egy olyan szervezettípus az oktatás területén, amely jobb alapokkal rendelkezne, és elhivatottabb lenne, hogy a felnttképzésben is meghatározó regionális szerepet játsszon, hálózatot építsen, koordinációs szerepet töltsön be. Az alábbiakban bemutatom a mai felnttképzési aktivitás néhány jellemzjét. Közel 30 ezer f vesz részt a szakirányú továbbképzésekben, jellemzen munka mellett
Az alapképzésben mintegy 50 %-ban költségtérítéses felntt hallgatók vesznek részt. Nem közvetlenül érettségi utáni képzés. Újabb diplomás képzés. Felnttképzési törvény is felnttképzésként ismeri el. Távoktatási módszerek (e-learning) szerepének növekedése. Az els diploma megszerzése után a végzettek több mint 60 % továbbtanul egy éven belül, 50 % munka mellett. Egyre több felsoktatási intézmény mködik közre vállalati bels képzésekben. A szakképzési hozzájárulásból a felsoktatás részesedése növekv, ami javuló vállalati kapcsolatokat és jó alapokat jelent a további fejldéshez. Az új alapképzések egy részét a jogszabály kifejezetten gyakorlat igényesnek minsítette. Számos szakon, egy teljes féléven keresztül kell szakmai gyakorlatot szervezni küls gazdálkodó szervezetnél. Ez igen nagy kihívás és feladat. Azt remélhetjük ugyanakkor, hogy amennyiben az intézmények e feladattal megbirkóznak, jelentsen javíthatják vállalati kapcsolataikat, ami a további együttmködéshez felnttképzéshez és egyéb szolgáltatásokhoz kiváló alapot teremthet. Néhány további feladat, amit részben a felsoktatási törvény módosítása során fogunk megoldani A felsoktatás részvételével a felnttképzésben és felnttképzési szolgáltatásokban még nem lehetünk elégedettek. Az intézményi szemlélet és gyakorlat változása mellett jelents szabályozási és finanszírozási feladatok is vannak. Az alábbiakban néhányat sorolok fel ezek közül. Az új típusú, rövid ciklusú szakirányú továbbképzési programokat akkreditált felnttképzési programokként kell elismerni. A felsoktatás nagyobb arányú részvételét a bels vállalati képzésekben támogatni, ösztönözni kell. A tanárképzésben tovább kell ersíteni az andragógiai elemeket. A felsoktatási intézmények és a munkaadók kapcsolatát sokoldalúan kell fejleszteni, beleértve ebbe a további intézményes formákat is. felsoktatás fokozott részvétele az andragógiai kutatásokban támogatni kell. A felsoktatási intézmények felnttképzési szolgáltató tevékenységét is fejleszteni szükséges. A felnttképzési, szakképzési, szakképzési hozzájárulási és a felsoktatási törvény harmonizálása elkerülhetetlen, különösen az ésszer munkamegosztás, a kooperáció, a hatékony finanszírozás és a szinergiák kihasználása érdekében. A felsoktatási intézmények LLL hálózatát fokozottan támogatni kell. Fordulatot kell elérni a felsoktatás bevételi szerkezetében a kutatás és szolgáltatások (pl. felnttképzési szolgáltatások) javára.
Dr. Károly Manherz Special secretary of state Ministry of Education and Culture HIGHER EDUCATIONAL REFORM AND LIFELONG LEARNING A changing era in higher education The start of the transformation of the political system and the creation of the market economy set a great challenge for higher education. This challenge was primarily of a quantitative nature. The rate of professionals was lagging behind the European average. The economic growth which started following the political transformations sucked in all the graduates in the first decade. With a bit of an exaggeration we can say it for every field regardless of the type of the degree. Professional unemployment was not an interesting topic for the Press. We boasted outstanding statistics with respect to a European comparison as for the whole population as well as for the number of graduates. The demands of the labour market made it possible for every higher educational institution to grow. Moreover several new institutions were set up by non-state organisations. Approaching the millennium some researchers were already warning about the fact that trees do not reach the sky and the professional labour market would change and naturally the demand market would turn into a supply market. Simultaneously a new situation for graduates will appear not only at the output but also at the input. The reason for this is that the long-running demographic ebb will eventually reach higher education. If we look at the trends in higher educational admissions we can see the appearance of the change in admission in 2003. This was when the admission trend began to slow down. One consequence of the above trends may be that the competitive demand for higher education, both on the side of the applicants and the labour market, may be lower than the existing institutional capacity of higher education. Higher educational institutions will find themselves in a real competitive situation as they will have to run a much harder competition for the best students and best lecturers, as well as for the best employers with respect to their graduates. This competition will not be of a quantitative nature but rather structural and qualitative. It will be the institutions which can accommodate flexibly to the demands with regard to the profile of the training and the knowledge and competence of their graduates that can expect a full use of their capacities or even an increase in it. Summarising why the trend of mass higher education will come to a halt we can say the following: Nearly 50 % of the 18 year old population continues studying The number of 18 year olds will fall from 140 thousand to below 100 thousand The number of state funded students will not rise The magnetic effect of the European higher educational space is becoming stronger A supply-market has developed in the labour market The tension between the structure of degrees and the structure of jobs is increasing Newly graduated professionals are filling the positions in a greater proportion Higher education breaking out of the trap of mass education As I have mentioned above a real competition has appeared in higher education. One of the basic expectations and necessities is a gradual adjustment of the structure and the quality of degree training to the demand. This will be supported by government regulations and incentives, too. Among the governmental measures we have to emphasise the adjustment of the admissions structure with regard to the various training fields according to the feedback of the labour market as well as the raising of the level of continuous and authentic as well as consequential quality assurance and pushing the system of funding towards the principle of quality. We must, however, see that the long-term utilisation of the existing higher educational capacities and the survival of the institutions require from higher education a much wider interpretation of its scope of activities. This is why we have been talking about a service higher education and the development of regional knowledge centres. The infrastructure of higher educational institutions and their professional organisation and order of
operation and the development of management and the accumulated human resources make it possible for the institutions to carry out, in addition to traditional academic training, flexible service tasks or make themselves suitable for such activities. The government will provide support for this, e.g. among others with the tender for the New Hungary Development Plan. Higher educational institutions must be capable of discovering and surveying regional demands and continuously build contacts with the actors in the region in order to develop and offer practical training programmes and service packages. The following changes, among others, will serve the above goals: Introduction of a multi-cycle training system Offering tertiary vocational training in adult education Strengthening the practical character of basic (bachelors) training and at the same time preparation for further studies More dynamic offering of part-time masters programmes with consideration of the needs of the participants as well as the employers Developing some of the former postgraduate training programmes into masters programmes. Establishing and launching new type, competence-based further training and postgraduate training within their own spheres of authority Developing competence based courses at the request of the business sector within their own spheres of authority Looking at the Bologna-compatible structure of higher education we can claim that the traditional teachinglearning-working relationship will change radically and in line with the requirements of lifelong learning the phases of studying and working will be following one another or rather getting more and more simultaneous. Those studying in higher education will be on the one hand attached to the higher educational institutions and on the other hand to the employers, which will necessitate a much closer relationship and cooperation between the institutions and the labour market participants. Further important changes in the relationship of higher education and the economy and the strengthening of lifelong learning The introduction of the system of 12 state subsidised semesters Introducing career monitoring system for graduates within a central programme and open institutional tender applications Development of higher educational career centres Development of teacher training with regard to andragogical aspects, too Development of regional knowledge centres and service universities with tender funding as well as business cooperation Using the vocational training contribution funds in the practical training and the in-service training of employees Developments funded by innovational contribution Introducing a new modular competence based tertiary level vocational training Wider acknowledgement and crediting of former studies Further development of the credit system (vocational credits, validating former non-formal studies and work experience) Preferential treatment of those on maternity leave Higher education is already a significant factor in adult training It cannot be denied that adult training is a great challenge for higher education steeped in academic traditions with regard to all of the following factors: approach, methodology, knowledge and the use of tools. We still must say that higher education has firm and trustworthy foundations for adult training both in the personnel and the organisational and from the infrastructural aspect. These are conditions which the national education policy cannot ignore. Higher educational institutions must be encouraged towards recognising the significance of adult training and to carrying out the necessary development of their personnel and material and methodological
conditions. There is no other type of organisation within education that would have better foundations and would be more devoted to playing a significant regional role in adult education as well through networking and coordinating. Let me present some of the characteristics of the present-day activity in adult training in the following: Nearly 30 thousand people take part in postgraduate further training, which is predominantly part-time training Nearly 50 % of the students taking part in the bachelor programmes are adults It is a training which does not follow closely the secondary school leaving exam A newer type of degree programme The Act on adult education recognises it as training provided for adults. Increasing the role of distance learning methods (e-learning) Following the obtaining of the first degree over 60 % of the graduates will continue their studies within one year 50 % of the participants are studying while working (part-time) More and more higher educational institutions take part in in-service training. The rate of benefiting from the vocational training contribution is growing, which means the improvement of company relationships and a good basis for further development. Some of the new basic training programmes (bachelor programmes) have been deemed practice expressly demanded by legislation. Several specialisations require a full semester of practical training with an external business organisation. This is a particularly demanding challenge and task. We can, however, hope that if the institutions can cope with this task they can significantly improve their business relations, which can provide an excellent foundation for further cooperation in adult training as well as other service activities. Some further tasks to be solved partly by the amendment to the Act on Higher Education We must not be satisfied with the participation of higher education in adult training and adult training services. In addition to changing the institutional approach there are significant tasks awaiting in financing and regulation. Some of them are as follows: The new type short cycle specialised post-graduate programmes must be recognised and validated as accredited adult training programmes A greater participation of higher education in in-service corporate training must be supported and enhanced. The andragogical elements must be enhanced in teacher training. The relationship between higher education and employees must be developed at several levels and a number of aspects including new institutional forms. A greater participation of higher education in andragogical research must be supported. The adult training service activities of higher educational institutions must be developed. The harmonisation of adult training, vocational training and vocational training contribution with the Act on Higher Education must not be delayed, especially in the interests of a rational division of labour and cooperation as well as efficient financing and utilisation of synergy. The LLL network of higher educational institutions must be supported to a greater degree. The income structure of higher education must be changed for the benefit of research and service activities (e.g. adult training).
