Bevezető Az 1990-es évektől az Európai Unió mind nagyobb figyelmet fordít a határon átnyúló együttműködések támogatására mind a saját külső határain, mind a leendő EU-tagországok határ menti térségeiben. A határ mentiség gyakran jelent hátrányt, különösen akkor, ha a terület távol fekszik az ország centrumtérségeitől, nehezen elérhető, vagy akkor, ha a határ nehezen átjárható, és szegényesek a kétoldalú kapcsolatok. A belső EU-határrégiók fejlesztését célzó Interreg program mintájára 1995-ben, Ausztria csatlakozásakor indult el a Phare CBC Cross-Border Cooperation program Magyarországon. A program kezdetben csak az osztrák határtérséget érintette, majd fokozatosan kiterjedt a román, szlovák és szlovén határszakaszokra, végül a magyar-horvát, magyar-ukrán és magyar-szerb együttműködésre is. Az első programokat jellemző egy-egy nagyértékű beruházás és kisebb támogatási összegű kisprojekt alapok mellett az évek során egyre inkább igény mutatkozott a határ menti területeken több és nagyobb léptékű, könnyebben elérhető fejlesztésekre, az ezeket lehetővé tévő támogatási formára. A 2002. évi Phare CBC programban már a kisprojekt alapokhoz hasonló elven működő támogatási konstrukciók indultak a magyar-osztrák, magyar-szlovák és magyar-román határrégióban. Magyar-román viszonylatban a Phare előcsatlakozási alap támogatásával az 1996. évi programmal kezdődött a határon átnyúló együttműködések ösztönzése, mely mindenekelőtt a térség versenyképességét kívánta javítani. E cél eléréséhez a Phare CBC Magyarország-Románia 2002 Program támogatási alapja a gazdaságfejlesztés területén nyújtott támogatást, e terület igényei és szükségletei alapján jelölve meg a támogatható tevékenységek körét. A Phare CBC programokon keresztül a határ menti együttműködés területén szerzett tapasztalat, az elsajátított gyakorlat egyben belépőt jelentett az INTERREG Közösségi Kezdeményezés pályázataiban való sikeres részvételhez, a Magyarország EU-tagállammá válásával megnyíló támogatások felhasználásához. Kiadványunk a 2002. évi magyar-román Phare CBC gazdaságfejlesztési támogatási alapról és annak eredményeiről ad képet és akár példákat új határon átnyúló fejlesztésekhez és együttműködésekhez. Introducere Introduction Începând din anii 1990 Uniunea Europeană acordă o atenţie tot mai accentuată finanţărilor axate pe cooperarea transfrontalieră, realizate atât la hotarele externe proprii, cât şi în regiunile limitrofe ale viitorilor membri ai Uniunii. Poziţia geografică limitrofă constituie adeseori un dezavantaj, în special în cazurile în care zona respectivă se situează departe de regiunile centrale ale ţării, este greu de accesat, sau în cazul în care graniţa este dificil de trecut, iar relaţiile bilaterale sunt deficiente. Pornind de la modelul programului Interreg, odată cu aderarea Austriei în 1995, în Ungaria s-a lansat programul Phare CBC (Cross-Border Cooperation). La început, programul s-a implementat în regiunea frontalieră austriacă, română şi slovacă, după care accentuat s-a extins asupra toate reginuile frontaliere. În timp ce primele programe au fost caracterizate de investiţii seminificative, respectiv proiecte mici, în cursul anurilor s-a arătat un interes sporit asupra schemelor de grant care permit dezvoltări mai significante în zona transfrontalieră. În cadrul programului Phare CBC 2002 au debutat scheme de grant în regiunile de graniţă ungaro-austriece, ungaro-slovace şi ungaro-române. Experienţa acumulată în cadrul programului Phare CBC în domeniul cooperării transfrontaliere înseamnă un avans în participarea cu succes în programele Iniţiativei Comunitare INTERREG, în utilizarea sprijinului accesibil după aderare. Publicaţia de faţă oferă o imagine despre programul Phare CBC Ungaria-România 2002 Fondul de Sprijin pentru dezvoltarea economică, despre rezultatele programului şi chiar exemple de dezvoltări şi cooperare transfrontalieră. Mihály Galovicz Autorizator Executiv de Programe Since the 1990 s, the European Union has paid greater attention to supporting cross-border cooperation both on its own borderlands and on those of future member states. Borderland regions are often disadvantaged, especially so if they are located far from the central areas of the country, or if the border is not easily permeable and cross-border cooperation is lacking. The Phare CBC (Cross-Border Cooperation) programme was launched in Hungary in 1995 upon the accession of Austria to the European Union, and was rooted in the model of the INTERREG programme. The programme initially covered the borderland with Austria, Romania, Slovakia and it gradually opened up for all border regions. Besides the first programmes characterized by a couple of large scale investments and the small project funds of low grant sums an increasing need emerged for grant schemes that could enable more and larger developments in the border regions. In the 2002 Phare CBC programme grant schemes were launched in the Hungarian-Austrian, Hungarian-Slovak and Hungarian-Romanian border regions. Experience gained and procedures learnt in the field of cross-border cooperation throughout the Phare CBC programmes have significantly contributed to successfully applying for the funds of the INTERREG Community Initiative as well as other funds opened up by Hungary s accession to the EU. This publication gives an overview of the 2002 Hungarian-Romanian Phare CBC Economic Development Grant Scheme, providing also examples for future cross-border development and cooperation. Phare CBC Magyarország-Románia 2002 Program Az 1995-2003. évi Phare CBC programok összesen 135 millió euró támogatási kerettel segítették elő a kapcsolatok fejlődését és a határ menti térségek felzárkózását. E programok jellemzően néhány nagy értékű projektből és a kisebb léptékű fejlesztéseket ösztönző támogatási formából, az ún. kisprojekt alapból épültek fel. A határon átnyúló hatás vagy a határ menti együttműködés minden esetben alapkövetelmény volt. A nagyprojektek többnyire egy-egy kiemelt legalább 2 millió euró Phare támogatással megvalósuló beruházást foglaltak magukba. A kisprojekt alapok a határon átnyúló, helyi fejlesztések támogatását szolgálják, elősegítve a határon átnyúló integrációs folyamatokat. A 2002. és 2003. évi Phare CBC programok jellemzően a kisprojekt alapokhoz hasonló elven működő támogatási konstrukciókat tartalmaztak, azoknál lényegesen magasabb elnyerhető maximális támogatással. Az először a 2002. évi programmal induló támogatási alapok a határon átnyúló együttműködés egy-egy kiemelt területére koncentráltak. A 2002. évi Phare CBC Támogatási Alap jellemzői A magyar-román együttműködési programok célja a határon átnyúló együttműködés fejlesztése, intenzitásának növelése révén a határrégió versenyképességének javítása és a térség felkészítése volt az európai uniós csatlakozás kihívásaira. E célok elérése érdekében a Phare CBC Magyarország-Románia 2002 Program támogatási konstrukciója a gazdaságfejlesztés területén nyújtott támogatást. Pályázható témák voltak: A magyar és román határtérségek közti együttműködés továbbfejlesztése A gazdasági kapcsolatok kiterjesztése a magyar és román határ menti térségekben gazdasági tevékenységet végző kis- és középvállalkozásoknak nyújtott kiemelkedő segítség révén A személyek és vállalkozások számára a határ mindkét oldalán nyújtott szolgáltatások elérhetőségének javítása Az információáramlás és a kapcsolatok javítása magyar és román üzleti szolgáltatásokat nyújtó intézmények között A piaci információs és jövedelemtermelő lehetőségek javítása mind a magyar, mind a román vállalkozók számára A programban kizárólag olyan nonprofit szervezetek pályázhattak Békés, Csongrád, Hajdú-Bihar vagy Szabolcs- Szatmár-Bereg megye területéről, amelyek legalább egy projekt partnerrel rendelkeztek a határ túloldaláról Arad, Timis, Bihor vagy Satu-Mare megyéből. A 2002. évi magyar-román program támogatási összege a nemzeti társfinanszírozást is beleértve 3,18 millió eurót tett ki, az egyes projektekhez elnyerhető támogatás legalább 70 ezer és legfeljebb 500 ezer euró volt. A Gazdaságfejlesztési Támogatási Alap keretében 12 fejlesztés valósult meg. 3

Programul Phare CBC Ungaria-România 2002 Programele Phare CBC din anii 1995-2003 au sprijinit dezvoltarea relaţiilor şi alinierea regiunilor limitrofe cu o sumă totală de 135 milioane EUR. În mod caracteristic, aceste programe erau constituite din câteva proiecte cu un buget foarte ridicat, şi din fondul proiectelor mici, care avea ca scop stimularea dezvoltărilor de ordin redus. Efectul transfrontalier, sau colaborarea transfrontalieră era o cerinţă de bază în toate cazurile. În general marile proiecte au inclus câte o investiţie semnificativă, care au fost realizate cu un sprijin Phare de cel puţin 2 milioane EUR. Fondul proiectelor mici urmăreşte finanţarea dezvoltărilor locale transfrontaliere, facilitând procesul de integrare transfrontalieră. În mod caracteristic, programele Phare CBC din anii 2002 şi 2003 au conţinut structuri de finanţare similare cu cele ale fondurilor proiectelor mici, dar cu sume maxime de finanţare semnificativ mai ridicate decât în cazul acestora. Aceste fondul de sprijin se concentrează asupra unor domenii speciale ale colaborării transfrontaliere. Descrierea Fondului de Sprijin Phare CBC 2002 Obiectivul programelor de colaborare maghiaro-române constă în dezvoltarea colaborării transfrontaliere, îmbunătăţirea competitivităţii zonelor limitrofe prin creşterea intensităţii colaborării, şi pregătirea regiunii pentru a răspunde cu succes la provocările procesului de aderare la Uniunea Europeană. Pentru atingerea acestor obiective, structura de finanţare a programului Phare CBC Ungaria-România 2002 oferă sprijin financiar în domeniul dezvoltării economiei. Temele eligibile în cadrul programului au fost următoarele: Dezvoltarea colaborării între zonele limitrofe din Ungaria şi România Extinderea relaţiilor economice între întreprinderile mici şi mijlocii care îşi desfăşoară activitatea în regiunile limitrofe maghiare şi române, prin sprijinul semnificativ acordat acestora Facilitarea accesului persoanelor şi antreprizelor la serviciile oferite în ambele părţi ale hotarului Stimularea fluxului informaţional şi a relaţiilor între instituţii maghiare şi româneşti, prestatoare de servicii în domeniul afacerilor Creşterea oportunităţilor de informare şi generatoare de venit atât pentru antreprenorii maghiari cât şi cei români. În cadrul programului au fost consideraţi solicitanţi eligibili doar acele organizaţii non-profit, care îşi au sediul sau au reprezentanţă într-una din judeţele Békés, Csongrád, Hajdú-Bihar sau Szabolcs-Szatmár-Bereg. Solicitantul trebuia să dispună de cel puţin un partener de proiect provenit de dincolo de graniţă, din judeţul Arad, Timiş, Bihor sau Satu Mare. Bugetul total al programului inclusiv co-finanţarea naţională a însumat 3,18 milioane EUR. Valorile minime şi maxime care au putut fi acordate unui proiect au fost de cel puţin 70.000 EUR, respectiv cel mult 500.000 EUR. Nici o finanţare nerambursabilă nu a putut depăşi 90% din totalul costurilor eligibile ale proiectului. 4

Phare CBC Hungary-Romania 2002 Programme During the period of 1995-2003, Phare CBC programmes facilitated the development of partnerships and the economic accession of border regions with a funding budget of 135 million Euro. These programmes included, on the one hand several, high-budgeted projects and, on the other hand, small scale funding structures, the so-called small project fund. In case of both high-budgeted and small-scale projects, cross-border impact and cross-border cooperation was a basic requirement. The large-scale projects incorporated an accentuated investment component, and were implemented using up at least 2 million Euro Phare funding. The small project fund is to stimulate and support cross-border local development promoting integration processes. The grant schemes of the Phare CBC programmes of 2002 and 2003 are similar to the small project funds, although the maximum amount of funding available for one project is considerably higher than in case of the small projects. These grant schemes launched for the first time by the programme 2002 concentrate on certain accentuated areas of cross-border cooperation and partnerships. Features of the 2002 Phare CBC Grant Scheme The aim of the Hungarian-Romanian cooperation programmes was developing cross-border cooperation, enhancing the competitiveness of the border regions and preparing the area to meet the challenges of the accession to the European Union. To meet these objectives, the grant scheme of the Phare CBC Hungary-Romania 2002 programme provided funding support in the area of economic development. The areas eligible for funding were as follows: further development of the cooperation between Hungarian and Romanian border regions broadening economic relations in the Hungarian and Romanian border areas by supporting small and medium sized enterprises engaged in business activities improving the accessibility of services provided for individuals and enterprises on both sides of the border strengthening the information flow and relations between Hungarian and Romanian business service providers developing possibilities of getting access to market information and profitability for both Hungarian and Romanian entrepreneurs. According to the eligibility criteria of the programme, only those non-profit organizations of Békés, Csongrád, Hajdú- Bihar or Szabolcs-Szatmár-Bereg counties were eligible to apply for funding that had at least one cooperating partner from the other side of the border either from Arad, Timis, Bihor or Satu-Mare counties. The budget of the programme, including national co-financing, was 3.18 million Euro in total, which facilitated the implementation of 12 projects in the border region. Project providers were eligible for a minimum of 70,000, and a maximum of 500,000 Euro funding. 5

Kistérségi Üzleti Szolgáltató Központ Baktalórántházán Kedvezményezett: Baktalórántháza Város Önkormányzata 4561 Baktalórántháza, Köztársaság tér 8. Támogatás összege: 227 878 euró A projekt célja A határ menti térségben működő vállalkozások versenyképessége növelésének, a magyar-román gazdasági kapcsolatok bővítésének meghatározó tényezője az üzleti környezet minősége, az üzleti szolgáltatások elérhetősége. A projekt e szolgáltatások fejlesztését tűzte ki célul a Baktalórántházán működő, határon átnyúló gazdasági tevékenységet folytató kisés közepes vállalkozások körében. A projekt tartalma Baktalórántházán, amely a kistérség egyetlen városi ranggal rendelkező települése, jellemzően mezőgazdasági vállalkozások működnek, amelyek versenyképessége egyre nagyobb mértékben függ a speciális szakismeretet igénylő vagy magas költségű szolgáltatásoktól. Az üzleti szolgáltatások profiljának szélesítése és elérhetőségük javítása érdekében a városban Kistérségi Üzleti Szolgáltató Központot hoztak létre, amely a térség vállalkozásait üzleti információkkal, pályázati tanácsadással segíti, és ahol lehetőség nyílik a fejlesztési elképzelések kidolgozására és a nemzetközi kapcsolatok ösztönzésére. A projekt eredményei Az üzleti szolgáltató központ két fő tevékenységre épülve két irodából áll. A Vállalkozói Tanácsadó Irodában a vállalkozások számára hozzáférhető a fejlesztés keretében létrehozott határ menti üzleti adatbázis, pályázati tanácsadást biztosítanak, információt szolgáltatnak az elérhető forrásokról, képzésekről, megyei, hazai és nemzetközi programokról, a határon átnyúló üzleti lehetőségekről. A Kistérségi Szolgáltató Irodában egyfajta műhelymunka folyik: a kistérségi menedzser bevonásával itt formálódnak a fejlesztési elképzelések és a nemzetközi kapcsolatok. A két iroda szolgáltatásait informatikai terem és tárgyaló egészíti ki. A központ színvonalas működéséhez a helyiségeket kompletten berendezték és felszerélték számítástechnikai-, audiovizuális- és egyéb irodatechnikai eszközökkel is. Elkészült egy magyar és román nyelven is hozzáférhető honlap, valamint a központ munkáját bemutató tájékoztató kiadványok is. A fejlesztés részét képezte továbbá az üzleti szolgáltató központ marketingkommunikációs stratégiájának kidolgozása, már ennek eredményeként magyarromán nyelven nyolcoldalas színes prospektust adtak ki 500 példányban és kétnyelvű honlap készült, amely elérhető a www.uzletikozpont.hu címen. A projekt lezárásaként 80 fő a határrégióban működő kkv-k és vállalkozásösztönzésben érintett szervezetek részvételével magyar-román vállalkozói konferenciát tartottak Baktalórántházán. Együttműködő partnerek Szatmár Megyei Kereskedelmi, Ipar- és Agrárkamara Feladata volt a meglévő vállalkozói adatbázisa alapján a romániai kkv-k elérését biztosítani, részt vett a marketingkommunikációs terv és -eszközök kidolgozásá-ban, a konferencia szervezésében, közreműködik a központ honlapjának frissítésében, a prospektusok terjesztésében. 6

Suma acordată: 227 878 EUR Scopul proiectului Calitatea mediului de afaceri, disponibilitatea serviciilor în domeniul afacerilor sunt factori determinanţi din punctul de vedere al creşterii competitivităţii întreprinderilor din regiunea graniţei dintre Ungaria şi România, şi a extinderii relaţiilor economice maghiaro-române. Scopul proiectului a fost dezvoltarea acestor servicii, în cadrul întreprinderilor mici şi mijlocii active în oraşul Baktalórántháza. Conţinutul proiectului În oraşul Baktalórántháza, singura localitate având rang de oraş în microregiune, funcţionează mai cu seamă întreprinderi agricole, competitivitatea cărora depinde din ce în ce mai mult de servicii care necesită cunoştinţe tehnice speciale, sau care au costuri ridicate. Pentru lărgirea profilului şi extinderea disponibilităţii serviciilor antreprenoriale, s-a înfiinţat Centrul Microregional pentru Servicii Antreprenoriale la Baktalórántháza, care sprijină întreprinderile din regiune cu informaţii din domeniul afacerilor, consiliere legată de concursurile de proiecte, şi unde există această posibilitate prin elaborarea unor strategii de dezvoltare şi prin stimularea relaţiilor internaţionale. Rezultatele proiectului Centrul de servicii antreprenoriale este format din două birouri, care se bazează pe două activităţi principale. În Biroul de Consiliere Antreprenorială baza de date ale afacerilor din zona graniţei elaborată în cadrul dezvoltării este accesibilă întreprinderilor, se oferă consiliere în legătură cu participări în concursuri de proiecte, precum şi informaţii despre sursele de finanţare existente, oportunităţile de formare profesională, programe judeţene, naţionale şi internaţionale, oportunităţi pentru afaceri transfrontaliere. În Biroul Microregional de Servicii se desfăşoară muncă de atelier: prin concursul managerului microregional sunt elaborate viziuni asupra dezvoltării şi sunt promovate relaţiile internaţionale. Serviciile celor două birouri sunt completate de cele ale unei săli de informatică şi o sală de şedinţe. Pentru funcţionarea la un nivel ridicat a centrului, sălile au fost complet mobilate şi echipate cu echipamente de calcul, birotică, audio-vizuale şi alte instalaţii de tehnică de birou. S-a elaborat pagina de web în limba maghiară şi română, şi s-au editat publicaţiile informative care prezintă activitatea centrului. Dezvoltarea a inclus şi elaborarea strategiei de comunicare şi marketing a centrului. Primele rezultate ale strategiei au constituit publicarea în 500 de exemplare a unui prospect colorat, de 8 pagini, apărut în limba maghiară şi română, respectiv crearea unei pagini Internet bilingve, accesibile la adresa www.uzletikozpont.hu. În încheierea proiectului s-a organizat o conferinţă maghiaro-română de afaceri la Baktalórántháza, cu participarea a 80 de reprezentanţi ai IMM-urilor active în domeniu şi ai organizaţiilor interesate în stimularea afacerilor. Parteneri în cadrul proiectului Camera de Comerţ, Industrie şi Agricultură din judeţul Satu Mare Sarcinile partenerului au inclus asigurarea contactului cu IMM-urile româneşti, participarea în elaborarea strategiei şi a uneltelor de marketing şi de comunicare, colaborarea în crearea paginii de web, a centrului şi în difuzarea prospectelor. 7

A small-regional business service centre in Baktalórántháza Beneficiary: Local Municipality of Baktalórántháza 4561 Baktalórántháza, Köztársaság tér 8. Grant sum: 227 878 Euro Project objectives The quality of the business environment and the availability of business services are determining factors in improving the competitiveness of the enterprises operating in the area and in broadening Hungarian-Romanian relations. The project aims at developing these services among small and medium sized enterprises engaged in cross-border business activities in Baktalórántháza. Project content Characteristically, agricultural enterprises operate in Baktalórántháza, which is the only settlement in the area with a town status. Their competitiveness depends more and more on services demanding special expertise or high expenses. A Small-Regional Business Service Centre was established in the town to broaden the range of business services and to improve their accessibility. The center provides business information to enterprises in the area; it offers advisory services on project application writing, creates possibilities for elaborating development ideas and promotes international relations. Project results The business service centre according to its two profiles consists of two offices. In the Entrepreneurial Advising Office enterprises the cross-border business database, which was developed in the project, project application advice, and information on the available funding sources, training possibilities, county-, national- and international programmes, and possible cross-border business opportunities are provided for enterprises. The Small-Regional Service Office operates on workshop model: they elaborate development plans with the involvement of the smallregional manager and they promote the establishment of international relation. The activities of the two offices are supported by an informatics room and a meeting room. To ensure the center s high standards, the rooms were fully furnished and equipped with computer-, audiovisual and other office devices. A homepage accessible in Hungarian and Romanian was developed, and promotional brochures introducing the center s activities were published. Elaborating the marketing communication strategy of the business service centre was an integral part of the development, and as a result, an 8-page colored brochure was published in Hungarian and Romanian in 500 copies and a bilingual homepage was developed that can be accessed at www.uzletikozpont.hu. As a closing event of the project, they organized a Hungarian- Romanian entrepreneurship conference in Baktalórántháza. The conference s 80 participants came from SMEs that operate in the target area and organizations involved in the promotion of entrepreneurship. Cooperating partners Chamber of Commerce, Industry and Agriculture of Satu Mare County Their responsibility was to provide access to the Romanian SMEs through their entrepreneurial database. They participated in developing the marketing communication plan and means, they assisted in organizing the conference, updating the center s homepage and disseminating publications. 8

A tudás nem ismer határokat Kedvezményezett: Békés Megyei Kereskedelmi és Iparkamara Szolgáltató Kht. 5600 Békéscsaba, Penza ltp. 5. Támogatás összege: 360 572 euró A projekt célja A Békés Megyei Kereskedelmi és Iparkamara a projekt céljául azt tűzte ki, hogy az EU-csatlakozással a határ menti termelési és gazdasági együttműködés egyre magasabb szintűvé váljék és a korábbinál szélesebb kört érintsen, a kialakult kooperáció révén az átmenetileg a vállalkozói réteg számára igen nagy nehézségeket okozó periódusban könnyebb legyen a globális és az egységes európai piacon való megjelenés. A projekt tartalma A kamara ügyfelei körében végzett felmérések alapján a legnagyobb igény kereskedelemfejlesztésre és ahhoz kötődő szolgáltatások fejlesztésére mutatkozott, a vállalkozók számára ez hozza a legtöbb mérhető eredményt. A fejlesztés ezeket a felméréseket alapul véve egy oktatási központ kialakítására irányult, amelyben az eddiginél nagyobb létszámmal, színvonalas körülmények között válik lehetővé a határon átnyúló kereskedelemfejlesztési tevékenységhez kötődően előadások, tanfolyamok, tréningek megtartása. A projekt célcsoportjába elsődlegesen Arad és Békés megye vállalkozói közül azok a mikro-, kis- és középvállalkozások tartoztak, amelyek termelő vagy kereskedelmi tevékenységet folytatnak akár önállóan, akár beszállítóként, és vállalkozásuk olyan színvonalú, hogy képes és alkalmas a nemzetközi termelési, gyártási, kereskedelmi együttműködésre. A projekt eredményei A kamara székházában kialakításra került egy közel 200 m 2 alapterületű oktatási központ: mintegy 120 m 2 alapterületű oktatóteremmel, számítógép- és internet-szobával, tanári és könyvtárszobával, amelyet korszerű informatikai és egyéb segédeszközökkel és berendezésekkel többek között 16 számítógéppel, videoprojektorral, hangosítástechnikával, tolmácsberendezéssel szereltek fel. A projekt részeként összesen 400 tanítási napban kurzusokat tartottak: minőségbiztosítás, szabványok; környezetvédelem; fogyasztóvédelem és piacfelügyelet; pályázatkészítés; marketing; EU-jog; adójog-számvitelkereskedelemszabályozás; kis- és középvállalkozások; közösségi programok Magyarországon; biotermékek termelése, forgalmazása, nemzetközi kereskedelme; hitelügyletek, forrásteremtés témában, általában 26-30 résztvevővel a határ mindkét oldaláról. Jellemzően egyéni vállalkozók, mikro- és kisvállalkozások tulajdonosai vagy munkatársai vettek részt a tréningeken. Együttműködő partnerek Arad Megyei Kereskedelmi Ipari és Agrárkamara (Camera de Commert, Industrie si Agricultura a Judetului Arad) A kamara mindenekelőtt a képzések tartalmának és a résztvevők körének meghatározásában, a képzések előkészítésében és meghirdetésében vett részt. Segítették a képzés népszerűsítését a román oldalon, saját weblapjukon folyamatosan közzétették a felhívásokat, és direkt e-mailben tájékoztatták a helyi vállalkozásokat. 9

Cunoaşterea nu are limite Beneficiar: Asociaţia de Utilitate Publică Camera de Comerţ şi Industrie din judeţul Békés 5600 Békéscsaba, Cartierul Penza nr.5 Suma acordată: 360 572 EUR Scopul proiectului Camera de Comerţ şi Industrie din judeţul Békés odată cu aderarea la UE şi-a propus ca scop al proiectului stimularea şi extinderea colaborării transfrontaliere în domeniul producţiei şi economiei, respectiv prin această colaborare realizată facilitarea prezenţei întreprinderilor pe piaţa globală şi cea unitară europeană, într-o perioadă de tranziţie cu dificultăţi. Conţinutul proiectului Anchetele efectuate în rândul clienţilor Camerei au subliniat că dezvoltarea comerţului şi ale serviciilor legate de aceasta constituie cea mai importantă prioritate, această activitate având cele mai multe rezultate măsurabile din punctul de vedere al întreprinzătorilor. Pe baza acestor anchete proiectul s-a axat pe înfiinţarea unui centru educaţional, care poate găzdui în condiţii de calitate cursuri, stagii de formare, traininguri legate de activitatea transfrontalieră de dezvoltare economică. Grupul ţintă al proiectului l-au constituit în primul rând acele întreprinderi micro, mici şi mijlocii din judeţele Arad şi Békés, care efectuează activităţi de producţie şi comerţ, fie în mod independent, fie în calitate de furnizor, şi care sunt capabile de colaborare internaţională în planul producţiei şi comerţului. Rezultatele proiectului La sediul Camerei s-a amenajat un centru de învăţământ, cu o suprafaţă de aproape 200 m 2, având o sală de curs cu suprafaţa de 120 m 2, o sală de calculatoare şi internet, o sală pentru profesori şi bibliotecă, echipată cu infrastructură informaţională modernă şi alte echipamente adiţionale printre altele 16 calculatoare, videoproiector, tehnici de amplificare a sunetului, echipament de traducere simultană. În cadrul proiectului în decurs de 400 de zile s-au ţinut cursuri cu următoarele tematici: asigurarea calităţii, standarde; protecţia mediului; protecţia consumatorului, supravegherea pieţei; elaborarea proiectelor; marketing; legislaţie UE; legislaţie fiscală, contabilitate, regularizarea comerţului; întreprinderi mici şi mijlocii; programe comunitare în Ungaria; cultivarea, distribuirea şi comercializarea internaţională ale produselor ecologice; operaţiuni de creditare, creare de resurse financiare, în general cu 26-30 de participanţi proveniţi din ambele părţi ale hotarului. Antreprenori individuali, proprietarii sau angajaţii întreprinderilor micro şi mici au fost participanţii tipici ai cursurilor. Parteneri în cadrul proiectului Camera de Comerţ, Industrie si Agricultură din Judeţul Arad Camera a contribuit în primul rând cu definirea tematicii cursurilor şi conturarea cercului de participanţi, respectiv a avut rol şi în fazele premergătoare ale cursurilor şi în anunţarea acestora. De asemenea, a facilitat promovarea cursurilor pe partea română: apelurile referitoare la cursuri au fost promulgate în mod continuu pe pagina web, iar întreprinderile locale informate în emailuri directe. 10

Grant sum: 360 572 Euro Project objectives The Chamber of Commerce and Industry of Békés County intended to broaden the range and to improve the standards of cross-border farming and economic cooperation upon the accession to the EU. With the support of an established cooperation, the emergence on the global and single European markets would become easier for entrepreneurs in a period of temporary difficulties. Project content The survey carried out among the customers of the chamber pointed out that there was a strong demand for the development of trade and trade-related services, since their development would bring about measurable outcomes for enterprises. The development, taking into account these results, aimed at establishing an educational centre that provided high quality lecture, training and seminar facilities on cross-border trade development to a greater number of audience. The target group of the project contained mostly entrepreneurs of those micro-, small- and medium sized enterprises of Arad and Békés counties that engaged in production or trade activities either independently or as suppliers, and that met the criterion of an enterprise that was capable of international farming, production and trade cooperation. Project results At the headquarters of the chamber a training centre of 200 m 2 was established: a training room of 120 m 2, computer and Internet room, teachers room and library room, equipped with modern IT and other devices: 16 computers, video projector, audio technology, interpretation equipment. During the project, courses were held throughout 400 teaching days on the following comprehensive topics: quality assurance, standards; environmental protection; consumer protection, market control; project application writing; marketing; EU law; tax law, accounting, trade regulations; small and medium sized enterprises; community programmes in Hungary; farming, distributing and international trade of bio-products; credit operations, finding and creating funds with a general participation rate of 26-30 people from both sides of the border. Mostly individual entrepreneurs and owners or employees of small and medium sized enterprises participated at the training sessions. Cooperating partners Chamber of Commerce, Industry and Agriculture of Arad County (Camera de Commert, Industrie si Agricultura a Judetului Arad) The chamber participated in determining the content of the training programmes and the range of participants. They were active in preparing and advertising the training programmes. They assisted in promoting the training programme on the Romanian side, they published calls on their own homepage and through direct e-mails they informed local enterprises. 11

Eurorégiós agrárés vidékfejlesztési programközpont Kedvezményezett: Csongrád Megyei Agrár Kht. 6722 Szeged Kossuth L. sgt. 17. Támogatás összege: 166 490 euró A projekt célja A Csongrád Megyei Agrár Kht. annak érdekében, hogy a Dél-alföldi Régióban működő, mezőgazdasági tevékenységet folytató kis- és közepes vállalkozások (kkv) versenyképessége javuljon, továbbá e vállalkozások felkészüljenek az európai uniós csatlakozással járó változásokra a projekt keretein belül létrehozta az Eurorégiós Agrár- és Vidékfejlesztési Programközpontot. A központ feladata képzések, rendezvények szervezése, tanácsadás a mezőgazdaságban működő kis- és középvállalkozások számára. A projekt tartalma A projekt fókuszában mezőgazdasági és kapcsolódó alternatív jövedelemszerzést biztosító tevékenységeket ellátó kkv-k szerepeltek. A helyszíne Szeged, a programközpont tevékenysége mégis egész Csongrád megyében érezteti hatását. A programközpont folytatva a projektben elkezdett tevékenységeket összefogja a mezőgazdasági tevékenységet végző, elszigetelt vállalkozásokat, igényeiknek megfelelő üzletviteli, pályázati információkat szolgáltat, a vállalkozások versenyképességét növelő képzéseket szervez, továbbá vállalkozás- és vidékfejlesztő programokat, projekteket generál. A projekt eredményei A Csongrád Megyei Agrár Kht. épületének tetőterében felépült az Eurorégiós Agrár- és Vidékfejlesztési Programközpont. A közel 180 m 2 alapterületen előadótermet, szemináriumi termet, három irodahelyiséget és váró-pihenő teret alakítottak ki, továbbá a központot technikai eszközökkel és bútorokkal is teljes mértékben felszerelték. A projekt keretében kérdőíves felmérést végeztek, amelynek eredményeként képet kaptak a vállalkozások helyzetéről, terveiről, európai uniós ismereteiről, problémáiról. A kérdőívek kiértékelését követően a romániai partner bevonásával folyó szakértői egyeztetés alapján meghatározták a távoktatási tananyag tematikáját és konkrét tartalmi elemeit. Négy csoportban 159 fő részvételével képzéseket szerveztek mezőgazdasági kis- és közepes vállalkozók és mezőgazdasághoz kapcsolódó kézműves és ipari vállalkozók számára. A képzések modulárisan egymásra épültek, a tananyag felölelte a vállalkozások indítása, menedzselése, pénzügyi és gazdasági tervezés, marketing lehetőségek, pénzügyi források, partnerek és pályázatok, E-üzleti alkalmazások, kisvállalkozások az Európai Unióban, termékfelelősségi és jogi alapismeretek, vállalkozási együttműködések témaköröket. A nyolc képzési modulból nyolckötetes tananyag készült 130-130 példányban. Az ehhez kapcsolódó távoktatási anyag CD ROM-on és a www.gazdaportal.hu Internetes oldalon hozzáférhető. A kérdőíves felmérésekkel nyert adatokból Térségi Agrármarketing Adatbázist alakítottak ki. Az Internet alapú adatbázis magyar és román nyelven elérhető a www.gazdaportal.hu weboldalon. Az Eurorégiós Agrár- és Vidékfejlesztési Programközpont bemutatására, tevékenységének megismertetésére 500 példányban kiadványt jelentettek meg. Együttműködő partner Temes Megyei Kereskedelmi, Ipar- és Agrárkamara A kamara részt vett a mezőgazdasági kkv-k helyzetfelmérésének előkészítésében és a távoktatási tananyag kialakításában, román oldalon elvégezte a felmérést, valamint közreműködött a Térségi Agrármarketing Adatbázis létrehozásában. 12

Centrul Euroregional al Programelor de Dezvoltare Agrară şi Rurală Beneficiar: Asociaţia de Utilitate Publică Agrară din Judeţul Csongrád 6722 Szeged, Bd. Kossuth L. nr. 17. Suma acordată: 166 490 EUR Scopul proiectului Urmând scopul îmbunătăţirii competitivităţii întreprinderilor mici şi mijlocii (IMM) care desfăşoară activităţi agricole în regiunea Câmpiei de Sud din Ungaria (Dél-Alföld), şi pregătirea acestora pentru schimbările ce rezultă din aderarea Ungariei la Uniunea Europeană, Asociaţia de Utilitate Publică Agrară din Judeţul Csongrád a înfiinţat în cadrul proiectului Centrul Euroregional de Programe de Dezvoltare Agrară şi Rurală. Printre sarcinile centrului se numără organizarea unor sesiuni de pregătire profesională şi a altor evenimente, precum şi consilierea oferită întreprinderilor mici şi mijlocii active în domeniul agricol. Conţinutul proiectului În centrul proiectul se află IMM-urile care desfăşoară activităţi agricole sau legate de agricultură, şi care asigură surse alternative de venit. Locul de desfăşurarea al proiectului a fost oraşul Szeged din Ungaria, însă activitatea centrului de programe a avut efecte pe întreg teritoriul judeţului Csongrád. Centrul de programe înfiinţat continuând activităţile începute în cadrul proiectului oferă un spaţiu de întâlnire întreprinderilor izolate care îşi desfăşoară activitatea în domeniul agricol, punându-le la dispoziţie informaţii despre afacerile şi proiectele aflate în derulare, organizează cursuri de pregătire pentru creşterea productivităţii întreprinderilor, generând în acelaşi timp noi proiecte de dezvoltare regională şi pentru afaceri. Rezultatele proiectului Prin mansardarea sediului Asociaţiei de Utilitate Publică Agrară din Judeţul Csongrád, s-a înfiinţat Centrul Euroregional al Programelor de Dezvoltare Agrară şi Rurală. Pe o suprafaţă de aproape 180 m 2 s-a amenajat o sală de conferinţă, o sală de seminarii, trei încăperi de birou, spaţii de aşteptare, relaxare, iar centrul a fost echipat tehnic complet. În cadrul proiectului s-a desfăşurat o anchetă pe bază de chestionar, care a oferit date cu privire la situaţia actuală a întreprinderilor, planurile, problemele acestora, respectiv cunoştinţele lor despre Uniunea Europeană. După evaluarea rezultatelor studiului, cu implicarea partenerului din România, a avut loc o reuniune a experţilor, pe baza căreia a fost definită tematica materialului de instruire la distanţă şi elementele concrete de conţinut ale acestuia. În patru grupe, având în total 159 de participanţi, s-au organizat sesiuni de pregătire pentru întreprinderi agricole mici şi mijlocii, întreprinzători meşteşugari şi mici industriaşi din domeniul agricol. Sesiunile de pregătire s-au construit modular, în aşa fel încât materialul de studiu a cuprins problemele legate de pornirea şi managementul afacerilor, planificarea financiară şi economică, oportunităţile de marketing, sursele de finanţare, parteneriate şi concursurile de proiecte, aplicaţii de E-business, întreprinderile mici în Uniunea Europeană, cunoştinţele de bază despre responsabilitatea legată de produse, precum şi legislaţia aferentă, colaborare pe planul afacerilor. Din cele opt module de training s-a editat un material de curs format din opt volume, în câte 130 de exemplare în ambele limbi. Materialul utilizabil pentru cursurile de la distanţă este accesibil atât pe CD ROM cât şi pe pagina de Internet www.gazdaportal.hu. Utilizând informaţiile obţinute din chestionare s-a realizat Baza de Date Regională de Agromarketing. Baza de date este accesibilă pe Internet, pe pagina www.gazdaportal.hu, în limbile maghiară şi română. Pentru prezentarea Centrului Euroregional al Programelor de Dezvoltare Agrară şi Rurală, precum şi ale misiunii şi activităţilor acestuia s-a editat o publicaţie în 500 de exemplare. Partener în cadrul proiectului Camera de Comerţ, Industrie şi Agricultură din judeţul Timiş, România Camera a participat la pregătirea studiului despre situaţia IMM-urilor agricole şi în elaborarea materialului necesar programelor de pregătire de la distanţă, a efectuat cercetările în partea română, şi pe baza rezultatelor a realizat Baza de Date Regională de Agromarketing. 13

Grant sum: 166 490 Euro Project objectives The Csongrád County Agrarian Public Company, within the framework of this project, established an Agrarian- and Regional Development Programme Centre to increase the competitiveness of small and medium sized enterprises that engage in agricultural activities in the Southern Great Plain Region. Furthermore, the project also intended to prepare these enterprises for the changes resulting from the accession to the European Union. The activities of the centre include organization of training programmes and events, providing advisory services to small and medium sized agrarian enterprises. Project content The target group of the project is small and medium sized enterprises that engage in agricultural and related activities or activities providing alternative income sources. The project is implemented in Szeged, nevertheless, the programme centre has an impact on the entire Csongrád County. The Programme Centre - continuing the activities started in the project - gathers the isolated agrarian enterprises and offers business and project application information to them as needed. It also organizes training programmes that enhances the competitiveness of the enterprises, and furthermore, the centre also generates enterprise- and regional development programmes and projects. Project results In the attic of the Csongrád County Agrarian Public Company the Euro regional agrarian- and regional development programme centre has been established. On the center s 180m 2 premises an auditorium, a seminar room and three offices have been created. Furthermore, the centre was fully equipped with modern technological facilities. The project included a questionnaire research, whose results gave an overview of the situation and plans of enterprises, their knowledge on the European Union and their problems. After evaluating the questionnaires, the project experts with the involvement and cooperation of the Romanian partner established the syllabus and content of the long-distance curriculum and its concrete thematic constituents. With the participation of 159 people training sessions were organized in four groups for agrarian SMEs and agrarianrelated craftsmen and industrial enterprises. The training sessions were organized in thematic modules that were built upon each other. The material covered the following: starting-up and managing enterprises, financial and economic planning, marketing possibilities, financial resources, partners and project applications, e-business applications, small enterprises in the European Union, basic product responsibility and legal knowledge, entrepreneurial cooperations. They prepared an 8 volume reader based on the 8 training modules in 130-130 copies. Regionális vállalkozástámogatási központ Kedvezményezett: Debreceni Egyetem Agrártudományi Centrum 4032 Debrecen, Böszörményi út 138. Támogatás összege: 66 703 euró A projekt célja A Debreceni Egyetem Agrártudományi Centrum egy regionális vállalkozás-támogatási központ létrehozására vállalkozott, amely rendszeren keresztül a magyar-román határterület hat megyéjében Békés, Hajdú-Bihar és Szabolcs-Szatmár-Bereg megye, valamint Bihor, Timis és Arad megye működő vállalkozások egyetlen forrásból gyors és megbízható információkhoz juthatnak a térség magas színvonalú vállalkozás-támogatási lehetőségeiről, szolgáltatásairól. A projekt tartalma A határtérségben fokozott igény jelentkezett a magas színvonalú vállalkozás-támogatások iránt, ugyanakkor átfedések, hiányok mutatkoztak e szolgáltatásokban, illetve nem álltak pontos adatok rendelkezésre a térségben vállalkozás-támogatási tevékenységet végző szervezetekről. Az Agrártudományi Centrum a támogatások igénybevételének megkönnyítése érdekében arra vállalkozott, hogy a vállalkozások egyetlen forrásból juthassanak gyors és megbízható információkhoz a támogatásokról. Elsődleges feladat volt minden lehetséges, a vállalkozásokat támogató állami, közhasznú és magánszektorból származó forrás meghatározása, majd az információk feldolgozása és egységes adatbázisba foglalása, továbbá az információk közzététele. A központ működése a térség vállalkozásai mellett a vállalkozásokat támogató szervezetek tevékenységét is segíti. A projekt eredményei A vállalkozás-támogatási központ adatbázisát a www.eurokontakt.hu honlapon tették elérhetővé, amelynek információtartalma folyamatosan frissül. A központ szolgáltatásai közé tartozik egy telefonos segélyvonal működtetése is. A vidéki vállalkozások szolgáltatási igényeit, azok kielégítettségének szintjét 8000 példányban kérdőív segítségével mérték fel, és hasonlóképpen kérdőíven keresztül térképezték fel mindazokat a szervezeteket, amelyek valamilyen vállalkozás-támogató szolgáltatást tudnak nyújtani. Mindezek az eredmények és adatok elérhetők az internetes oldalon. A vállalkozás-támogatási központ szolgáltatásainak népszerűsítésére Eurokontakt Zöld Oldalak címmel 5000 példányban kiadvány jelent meg, szemináriumot szerveztek Debrecenben 34 fő részvételével, vállalkozás-támogatási kiállításokat rendeztek Debrecenben, Nyíregyházán és Gyomaendrődön. Suma acordată: 66 703 EUR Scopul proiectului Centrul de Ştiinţe Agricole a Universităţii din Debrecen şi-a propus înfiinţarea unui centru regional de susţinere a antreprizelor, sistem prin care întreprinderile din cele şase judeţe limitrofe - judeţele Békés, Hajdú-Bihar şi Szabolcs-Szatmár-Bereg, respectiv judeţele Bihor, Timiş şi Arad din România să aibă acces la o autentică sursă de informaţii referitoare la oportunităţile şi serviciile de calitate din regiune, axate pe sprijinirea întreprinderilor. Conţinutul proiectului În regiunea limitrofă s-a arătat o cerinţă accentuată pentru serviciile de calitate superioară de sprijinire a întreprinderilor, şi în acelaşi timp aceste servicii s-au caracterizat prin suprapuneri şi deficienţe. De asemenea nu au existat date exacte despre organizaţiile din regiune cu profilul de sprijinire a întreprinderilor. Pentru facilitarea procesului solicitării finanţărilor, Centrul de Ştiinţe Agricole şi-a propus ca antreprenorii să aibă acces la o autentică sursă de informaţii referitoare la aceste finanţări. Astfel sarcina primară a constat în identificarea tuturor surselor din sectorul guvernamental, sectorul de utilitate publică precum şi cel privat, urmată de prelucrarea informaţiilor şi transpunerea lor într-o bază de date, respectiv promulgarea informaţiilor. Funcţionarea centrului sprijină nu numai întreprinderile din regiune, ci şi activitatea organizaţiilor care au ca scop susţinerea acestor întreprinderi. Rezultatele proiectului Baza de date a Centrului de susţinere a antreprizelor a devenit accesibilă pe site-ul www.eurokontakt.hu, pagina web a cărei conţinut este constant actualizată. Serviciile oferite de Centru includ şi un program de relaţii cu publicul prin telefon. Nevoile întreprinderilor din regiune, respectiv gradul de satisfacţie a acestor nevoi au fost identificate prin efectuarea unei anchete cantitative pe un eşantion de 8000 de antreprize. Aceeaşi metodă s-a folosit şi pentru inventarierea tuturor organizaţiilor care într-un fel sau altul pot sprijini activităţile întreprinderilor. Rezultatele acestor anchete şi toate informaţiile aferente sunt accesibile pe pagina web menţionată. Promovarea serviciilor oferite de centrul de susţinere a întreprinderilor s-a realizat printr-o publicaţie apărută în 5000 de exemplare cu titlul de Pagini verzi Eurokontakt, respectiv printr-un seminar organizat la Debrecen cu participarea a 34 de persoane, şi prin expoziţii de susţinere a antreprizelor organizate la Debrecen, Nyíregyháza şi Gyomaendrőd. Parteneri în cadrul proiectului Camera de Comerţ, Industrie şi Agricultură din judeţul Arad Camera de Comerţ, Industrie şi Agricultură din judeţul Bihor Camera de Comerţ, Industrie şi Agricultură din judeţul Timiş Fundaţia CEDIMMAR din Arad Cele trei Camere, precum şi Fundaţia CEDIMMAR a contribuit la asigurarea publicităţii prin promovarea proiectului în cercul propriilor clienţi, respectiv prin asigurarea informaţiilor referitoare la organizaţiile din regiune cu profilul de sprijinire a întreprinderilor. Universitatea Aurel Vlaicu din Arad Universitatea a contribuit la implementarea proiectului prin activitatea sa de consiliere în domeniul colaborării economice transfrontaliere. 16

Regional centre for enterprise promotion Beneficiary: University of Debrecen, Centre of Agricultural Sciences 4032 Debrecen, Böszörményi út 138. Grant sum: 66 703 Euro Project objectives The Centre of Agricultural Sciences of the University of Debrecen intended to establish a regional centre for enterprise promotion that served as a source of quick and reliable information on high-quality enterprise support and funding possibilities and services of the area for enterprises operating in the six counties of the Hungarian-Romanian border area - Békés, Hajdú-Bihar, Szabolcs-Szatmár-Bereg, Bihor, Timis and Arad counties. The operation of the centre for enterprise promotion created in the project assists not only enterprises in the area (mostly micro, small and medium sized enterprises) but also the activities of organizations involved in the promotion of enterprises. Project content In the border area there was an increasing demand for high-quality business and enterprise support, since there were overlaps and hiatuses in the services provided and there was no data available on organizations promoting and supporting businesses and enterprises in the region. To facilitate the absorption of funds, the Centre of Agricultural Sciences wanted to create a single source of quick and reliable information on funding possibilities for enterprises of the area. A primary task of the project was to identify all possible sources of business and enterprise support available in the public, private and voluntary sectors, and to process and integrate this information into a unified database, and in addition, to disseminate the findings. The operation of the centre assists not only enterprises in the area but also the activities of organizations involved in the promotion of enterprises. Project results The database of the centre for enterprise promotion is accessible on the homepage at www.eurokontakt.hu, and it is continuously updated. The centre operates a hotline service. They assessed the service needs of rural enterprises and their level of satisfaction by a survey of 8000 questionnaires. They also used a questionnaire in mapping organizations that provide business support services. All these results are accessible on the homepage. To promote the services of the centre they issued a publication called Euro-contact green pages in 5000 copies, they held a seminar in Debrecen with 34 participants, and they organized exhibitions promoting enterprises in Debrecen, Nyíregyháza and Gyomaendrőd. Magyar-román integrált INTERREG projektek generálása Kedvezményezett: Első Nyírségi Fejlesztési Társaság 4400 Nyíregyháza Damjanich u. 4-6. Támogatás összege: 65 490 euró A projekt célja A pályázó Első Nyírségi Fejlesztési Társaság felismerte, hogy az EUcsatlakozással megnyíló fejlesztési források sikeres lehívásának kulcsa, hogy a régió elegendő számú, megfelelően alátámasztott és kidolgozott projektötlettel rendelkezzen. Ennek jegyében kezdeményezte magyar-román INTERREG projektek generálását. A projekt konkrét célja volt az Északalföldi Régió magyar-román határ menti területének felkészítése az Európai Unió, kiemelten az INTERREG program fejlesztési forrásainak lehívására és felhasználására. A projekt tartalma A projektgenerálás közvetlen célcsoportját a lehetséges projektgazdák, azaz a határtérség Szabolcs-Szatmár-Bereg és Hajdú-Bihar megye, illetve Satu Mare és Bihor megye kis- és közepes vállalkozásai, gazdaságfejlesztési szervezetei alkották. Ezeknek a szereplőknek és partnereiknek a felkutatása, számukra segítségnyújtás ötleteik megfogalmazásában, kidolgozásában jelentette a kiindulópontot ahhoz, hogy a határrégió fejlesztését lehetővé tevő a határ menti együttműködéseket támogató INTERREG program forrásai kész projektötletekkel lehívhatók legyenek. A projekt eredményei Az Első Nyírségi Fejlesztési Társaság székhelyén projektirodát hoztak létre felszerelve a szükséges számítástechnikai eszközökkel és bútorokkal. Szakértők közreműködésével kidolgozták a projekttervek készítésének módszertani kereteit. Ez adta az alapját annak a szakértők és a résztvevők számára összeállított 100 oldal terjedelmű képzési anyagnak benne oktatói kézikönyvnek, oktatási segédletnek és tananyagnak, amely a módszertani iránymutatás mellett a projektek kidolgozásához alkalmazandó keretdokumentumokat is tartalmazta. A projekt elemeként két szakmai workshopot szerveztek 30 fő részvételével. Az első alkalommal a projektötlettel rendelkező, meghívott kkv-k képviselői átfogó tájékoztatást kaptak a strukturális alapokról, az INTERREG programról és a határon átnyúló gazdaságfejlesztésre igénybe vehető forrásokról. A második workshop-on már a résztvevők prezentálták az előzőleg szerzett tudásra és információkra alapozva kidolgozott projektelképzeléseiket, melyeket a szakértőkkel közösen megvitattak és pontosítottak. A workshopok eredményeként öt Hajdú-Bihar megyei és hat Szabolcs-Szatmár-Bereg megyei projektet dolgoztak ki, amely a projektgazdák részére elektronikus és nyomtatott formában hozzáférhető. Ezen túlmenően olyan projektadatbázist állítottak össze, amely tartalmazza a projektgenerálás keretében kidolgozott 24 projektötlet adatait, részletes információit. Záróakkordként szakmai szimpóziumot tartottak több mint 50 résztvevővel, amelyen a kidolgozott végleges projektötleteket prezentálták. Együttműködő partner CREST Forrásközpont, Szatmárnémeti Feladata volt olyan szervezetek felkutatása, amelyek felvállalják a magyar oldalon kidolgozott, határon átnyúló hatással bíró projektötletekhez kapcsolódó lehetséges projekteket. A romániai partner címlista összeállításával, a külföldi vendégek meghívásával, valamint a potenciális projektgazdákból álló csoport magyarországi látogatásának megszervezésével is részt vett a projekt megvalósításában. 18
