HUNGARIAN TRANSPORT ADMINISTRATION Mire használják fel a közúti közlekedési baleseti adatokat? Milyen nehézségekkel szembesülnek a közutak üzemeltetéséért felelős szakemberek Magyarországon? What is the road accident data used for? What are the difficulties of professionals - responsible for operating public roads - in Hungary? Dr. Tibor Mocsári Head of Road Safety and Traffic Engineering Division GRSP Conference - 8/June/2015

HUNGARIAN TRANSPORT ADMINISTRATION Connection to the European road networks III. Link the Northern and the Southern and South-Eastern parts of Europe, from Baltic Sea to Adriatic, Aegean and Black Seas, via the participating countries: the Trans- European Motorway (TEM) network in 1970 s 5
National road network I. The transport network is Budapest centered and radial, all of the radial roads meet in the Capital. 6
HUNGARIAN TRANSPORT ADMINISTRATION National road network II. National road network: 199.606 km Local roads (owned by local governments/private): 167.939 km (84%) State-owned national roads: 31.667 km (16%) Expressways: 1.286 km (4%) Ordinary roads: 30.381 km (96%) Main roads: 8.340 km (27%) Secondary roads: 22.041 km (73%) 7
HUNGARIAN TRANSPORT ADMINISTRATION National road network III. Traffic loads on the Hungarian national road network (international freight traffic) 75 percent of the country's road traffic takes place on the state-owned national road network. Within this, 70 percent takes place on the expressway and main road network. 8

Hungarian Transport Administration (KKK) National road network V. (Management) KKK is an institution complementing and implementing the work of the Ministry of National Development. Its primary aim is to manage the funds of the road sector and the coordination of the transport branch. At the same time, as a government institution, the KKK plays an active role in preparing the legislation and in elaborating long term concepts. 10
The EU-directive in a nutshell For new roads and major changes of operation of existing roads, a Road Safety Impact Assessment is proposed to inform about the accident implications on the road and the adjacent network. To verify a new design, either of a new road or a reconstruction measure, Road Safety Audits shall provide for an independent control and recommendations. Where no reconstruction is planned, Management of High-risk Road Sections and Network Safety Management are to target remedial measures to parts of the network with high concentrations of accidents and/or a high potential to avoid them for the future. Safety Inspections as part of regular road maintenance will allow detecting and treating deficiences in a preventive way by means of low cost measures.
Preliminary design Road safety impact assessment these procedures: Road Safety Audit draft design accident data detailed design pre-opening and early operation Design Construction Maintenance Rules for safer road infrastructure Directive 2008/96 on road safety infrastructure management 176/2011. Accident data management WEB-Bal Web-based road accident database management software Running on the KKK s server, (test phase) Areas: Query, table making, schematic dotmap, blackspot analysis
Local databases (win-bal) Accident data management Central database (web-bal)
Operator s advantages Accident data management Simple, faster maintenance (adding new datas, correcting existing ones) Faster updating (Installing new versions, easier correcting bugs/mistakes)
Made for police usage on the spot (from March/2013) Running on Android operation system For better accuracy of accident localisation Added service: TMC message Accident data management P-Bal software for GPS based accident location Data editing Photo management Close of accident data
Difficulties of accident data Number of meter items
Difficulties of accident data There is no any information for localisation of accident
Difficulties of accident data 2009-2010: 7 accidents 2011: 37 accidents
Difficulties of accident data GPS 4905. j. út 6+120
Difficulties of accident data Személysérüléses balesetek útkezelői bontásban 12000 10000 Országos közút Önkormányzati út (kiv. Bp) 8000 6000 4000 2000 0 2004 2005 2006 2007 2008 2009 2010 2011 2012 2013 I- VIII. hó
Solution: repaired accident in WEB-Bal Check and repair accident localisation data of years 2011 and 2012 Fixing changes in accident data A WEB-bal adatbázisa el fog térni a KSH adatállománytól GPS-based localisation and black-spot analysis
Repaired data? 31001 accidents in 2011 and 2012 6469 accidents in Budapest 24532 accidents outside Budapest GPS of 973 accidents on the state roads, number of road 94000
Example for typical mistakes I. GPS és útszám/szelvényszám azonos pontra mutat Cím (utca-házszám) ~340 m-el távolabb Bartók Béla út 85. MK javítási naplóban nem szerepel
Example for typical mistakes II. GPS szerint Utca/házszám szerint Szelvény szerint MK javítási naplóban nem szerepel
Néhány tipikus hiba III. A 2418. j. út szelvényezése a 10+847 km szelvényig tart! MK javítási naplóban nem szerepel
Néhány tipikus hiba IV. Cím nem létezik GPS koordináta gyanús MK javítási naplóban nem szerepel
Néhány tipikus hiba V. Szelvényszám hibás GPS szerint lakott területen belül, 38. sz. főút 14+420 MK javítási naplóban nem szerepel
Main problems A hibás rekordok ~10-15%-a utólagosan nem beazonosítható (pl. kmsz és gps eltér, nincs más támpont). A javítási naplóban szereplő javítások sok esetben nincsenek átvezetve a KSH (rendőrségi) adatbázisba. Számos hiba van, amelyek nem szerepelnek az MK javítási naplókban. GPS gyakran hibás, sok esetben a település geometriai közepébe mutat. Jolly Joker GPS : egy adott településen rendszeresen ismétlődő koordináta, a baleset tényleges helyétől független Közúttal párhuzamosan futó kerékpárutak problémája
