Council of Delegates Communique Rio de Janeiro, Brasil 10 th September 2018 The International Project Management Association (IPMA) is a federation of 71 member nations, who collaborate to promote competence in project, programme and portfolio management across all sectors and engage stakeholders around the world in advancing the discipline. During its September council meeting, the 6th IPMA Research Conference and a national conference of IPMA Brazil in Rio de Janeiro, IPMA has discussed the impact of increasing projectification on society. In many countries more than 1/3 of the Gross Domestic Product (GDP) is generated through projects and programmes, through private industry, public administration and through community work. Projects are delivered to achieve outcomes. They require stakeholders at all levels to be competent in directing, managing and participating in projects, programmes and portfolios. Governments at a federal, regional and local level need to develop a strategy for dealing with their portfolio of projects and programmes, aligning them with the overall objectives and ensuring their effective and efficient delivery. The Council of Delegates concludes that: IPMA is committed to a world where projects have clear benefits to society; IPMA is aiming for projects that clearly take sustainable development into account; IPMA is promoting governance arrangements that foster transparency and accountability; and IPMA is supporting the development of project competences at all levels of our society. IPMA President Dr. Jesus Martinez-Almela confirmed IPMA s stance saying, We observe in all parts of the world an increasing projectification. Some countries are prepared for this trend, while others need to invest in the development of the necessary competences. IPMA supports society through its Global Standards and the exchange of experiences across countries, continents and cultures. IPMA's ExBo has firmly focused on a new approach towards Membership, quality of relationships with you as National Associations, being IPMA's main heritage. Overall positioning the course/program s ability to provide the knowledge needed for IPMA Certification on Level D, C and B. 4. Inspiration from external verifiers for continuous improvement of the content and type of training of the course/program. 5. From Customer s viewpoint 1. Reliable that the organiser has benchmarked objectives/content to the ICB competence elements, which is also applied for Certification. 2. Scoring of level of per competence helps the best match with own needs/gabs for competence development via joining the course/program. 3. Overall guiding whether the course/program provides the knowledge needed for IPMA Certification on Level D, C and B. 4. Knowing that the Association s verifiers promote continuous improvement of the content and type of training of the course/program. 5. Reliability to own employers that the customer have attended a IPMA Registered course/program with verified content and scorings. From Association s viewpoint 1. The Open Registration System meets the morally need for the Member Association to advice and advance the training/education profession. 2. Promote the ICB Competence Baseline as a joined frame of reference for further development of professional project management. 3. Transparency of market via scoring of level of competence development opportunity per competence element for the courses/programs. 4. Promote candidates for IPMA Certification via positioning the abilities of courses/programs to provide the knowledge needed for Level D, C, B. 5. Strengthen a ongoing cooperation with the Organisers on jointly raising the project management professionalism in its country. MA s and CB s are encouraged to start introducing Agile leadership and introduce it also to the assessors: the lead time is quit long. Exam question database for level B will be available midst October; for Level C in December. 10-12 CB s will be validated this year CIS is a struggle. Young Crew by the chair: Niklas Bein New YCrews are presented. Global YCrew Workshop will be 30-31 st October in Helsinki. Implement the YCrew Recognition System to manage the talent pool of the Young Crew. Research by Lixiong Ou. IPMA participated in the EURAM and IRNOP research conferences. The 6 th IPMA Research conference was held in Rio last week. Mladen Vukomanovic (Croatia) asks recognition and applause for Yvonne Schoper; Oxana Klimenko and Sandra Misic for their efforts to make it a success. Raphael Albegarias (Brasil) was also closely involved and thanks the team for their efforts. Next year a research conference will be arranged in Croatia. MA s interested in the Research Project: research based advocacy for PP&PM (project leader: Helgi Thor Ingasson) and IPMA research evaluation models development (project leader: Anbang Qi) are invited to join. IPMA also sponsored PM dissertation research projects. Max Panara (Italy) advises to add agile options to the research topics. Az idén 18. alkalommal átadandó Év PM díjat a Projektmenedzsment Kiválóság Tábla (PM Tábla) hirdette meg, értékelte és tett javaslatot az Év Projektmenedzserének személyére.
