GATE TO EUROPE PROJEKT BEMUTATÁSA A Magyar-Szerb Kereskedelmi és Iparkamara sikeres pályázatot nyújtott be a Magyarország-Szerbia IPA Határon Átnyúló Együttműködési Program keretén belül Gate to Europe címmel. A 12 hónapig tartó, 2012. novemberében záruló projekt partnerei a Szabadkai Regionális Gazdasági Kamara és a Csongrád Megyei Kereskedelmi és Iparkamara. A Gate To Europe projekt fő célja egy határon átnyúló együttműködés keretében ipari park megvalósíthatósági tanulmány elkészítése, amely ipari parkok Szabadka községben és a határ magyarországi oldalán, Tompán létesülnének azzal a céllal, hogy növeljék a régió befektetőinek és munkahelyeinek számát, ezáltal csökkentve a munkanélküliséget. A jövőben kialakítandó ipari parkok működésének hatására a magyar-szerb határövezet mentén egy versenyképes és fejlődő régió alakul ki. A Gate to Europe pályázat modern, újszerű gondolatok mentén keres arra megoldást, hogy határon átnyúló ipari parkok hogyan hozhatók létre olyan határszakaszon, amelynél az egyik oldal Európai Uniós tagország, a másik oldal az előcsatlakozás időszakában lévő ország. Jó és időtálló megoldásokra törekedve, az alábbiakra különösen nagy hangsúly került: A tulajdonjog legyen jól definiálva Műszaki lehetőségek legyenek feltárva A kialakítandó Ipari Parkok nyújtsanak szolgáltatásokat A betelepülők részesüljenek kedvezményben Folyamatos értékteremtő munka jöjjön létre A projekt megvalósításában kiemelkedő szerepet játszik a Csongrád megyei Kereskedelmi és Iparkamara, valamint a 2009-ben alapított Magyar-Szerb Kereskedelmi és Iparkamara. E kamarák kiemelkedő szerepet játszanak abban, hogy a Budapest Szeged Szabadka Belgrád tengelyen aktív gazdasági élet valósuljon meg, támogatva ezzel a térségek felzárkózását és az országok közötti együttműködést. Elősegítik továbbá a szinergiát a vállalkozásfejlesztés, befektetési ösztönzések és határmenti kapcsolatok kialakítása között. A projekt megvalósításában közreműködő két ország kamarái igen közel állnak a végrehajtásban érdekelt vállalkozásokhoz és önkormányzatokhoz, és prioritásként kezelik a térség vállalkozói érdekeinek érvényesítését. CSONGRÁD MEGYEI KERESKEDELMI ÉS IPARKAMARA Kamaránk 120 éves múltra tekint vissza. Jelenleg közel 1600 tagja van a kereskedelem, az ipar, a szolgáltatás és a kézműipar területéről. Ezek a vállalkozások a megye gazdasági erejének közel 60%-át reprezentálják. Feladatunk, hogy a piaci versenyben a vállalkozói környezet javításával, gazdasági elemzésekkel, előrejelzésekkel, a szakképzés feladatainak koordinálásával, javaslatokkal, megbízható üzleti kapcsolatok kiépítésével, üzletviteli tanácsadással segítsük tagjainkat, és a gazdasági élet szereplőit. Kamaránk kiemelten fontos feladatának tartja a határmenti gazdasági kapcsolatok fejlesztését. Ennek érdekében üzletembertalálkozókat szervez, határon átnyúló projekteket valósít meg, valamint kiemelt szerepet tölt be a kamarai és üzleti kapcsolatok fejlesztésében a szerb és román relációban. A vállalkozások jelentős hányadának az EU csatlakozás óriási lehetőségeket biztosít, de egyben óriási kihívást is jelent ezen a piacon megfelelni az előírásoknak, lépést tartani a nemzetközi versennyel, megtalálni a megfelelő partnereket. Ebben segít a Csongrád Megyei Kereskedelmi és Iparkamarában működő Enterprise Europe Network iroda, mely az Európai Bizottság egyetlen kis- és középvállalkozásokat segítő hálózatának tagja. Kamaránk székhelye Szegeden található, de ügyfeleink rendelkezésére áll a CSMKIK Hódmezővásárhelyi Városi Szervezete, valamint a kamara makói és szentesi ügyfélszolgálati irodája. A Gate to Europe projekt megvalósításában a Csongrád Megyei Kereskedelmi és Iparkamara projekt partneri szerepkört töltött be. Feladatai közé tartozott a projekt szakmai megvalósulását segítő workshopok szervezésén felül a Szabadka és Tompa térségében létesítendő, határmenti, közös menedzsmenttel működtetendő két ipari park komplex marketingés PR tervének elkészítése. A projekt keretén belül létrejött marketing terv célja a létesítendő ipari park, mint termék marketing szemléletű leírása, a fejlesztés célrendszerének, valamint a célok eléréshez használatos marketing, kommunikációs és PR eszközök meghatározása. A MAGYAR-SZERB HATÁRÖVEZETBEN TERVEZETT IPARI PARKOK BEMUTATÁSA A projekt keretében elkészített megvalósíthatósági tanulmány fontosabb megállapításai A határon átnyúló ipari park a határ két oldalán működő, egymáshoz közel elhelyezkedő ipari park, vagy olyan jellegű létesítmény. Közös együttműködésen és stratégián alapul. A parkok egymás országának kedvező feltételeinek kihasználása mellett, a másik ország piacait is elérve tudják fokozni és élénkíteni a gazdasági aktivitást. A szerb és magyar jogszabályi környezet olyan együttműködő, bár jogilag különálló ipari parkok létrehozását teszi lehetővé, amely a közös stratégiák kialakítása által tud összehangoltan működni. A szerb vámmentes övezetnek és a Magyarország által támogatott ipari park fejlesztéseknek, valamint az önkormányzat kedvezményeinek köszönhetően olyan ipari park megvalósítása jöhet létre, amely a kedvező adottságokat kihasználva versenyképes előnyökhöz juttatja a befektetni kívánó vállalatokat. A kiválasztott területek főbb jellemzői Tompa Ipari gazdasági területként szerepel a Településszerkezeti tervben. Tulajdonviszonyai rendezettek, az önkormányzat tulajdonában áll. 23 ha területű, de a határ irányába akár 100 ha-ra is bővíthető A terület elhelyezkedése kiváló: az 55. sz. főúttól 10 km-re délre, az 53. sz. főúttól 130 m-re nyugatra, a szerb határtól 2,5 km-re északra található Az alapvető infrastruktúrák kiépítettek Szabadka Tulajdonviszonya rendezett, Szabadka város tulajdonában áll. Vámmentes övezet része. 53 ha területű, bővíthető. A 102-es Szabadka-Zombor út mentén fekszik, 10 km-re a nemzetközi határátkelőtől, 5 km-re Szabadkától A helyi közüzemi infrastruktúra fejlett. Részletes szabályozási terv elfogadásra került. Kedvező befektetői környezet: környező területeken multinacionális vállalatok helyezkednek el Marketing és PR támogatás A működő vajdasági vámszabad övezetek, valamint a Csongrád és Bács-Kiskun megyei ipari parkok kínálatának, valamint a KKV igényeinek felmérése alapján kidolgozásra került az a marketing és PR terv, ami alkalmas a kialakuló határon átnyúló ipari parkokba vonzani a potenciálisan érdeklődő vállalkozásokat. Egy promóciós film is készült, amely népszerű formában mutatja be - magyar-osztrák példát is felsorakoztatva - a határon átnyúló ipari parkok optimális végcélját, valamint nyomon követi a projekt megvalósítását a nyitókonferenciától a projekt zárásáig. Miért előremutató e határon átnyúló ipari parkok együttműködése által kínált megoldás? A szerb vámmentes övezet és a magyar ipari park létesítésére biztosított támogatások, valamint más kedvezmények igénybevételével olyan kedvező allokációja alakul ki a feltételeknek, amely más hasonló jellegű ipari parkhoz nem hasonlítható. A határon átnyúló ipari park megvalósulásától elsősorban a helyi gazdaság élénkítését várjuk, a befektetési intenzitás növekedését, ezáltal a határmenti térség fejlődését és Szerbia felzárkózásának elősegítését. A gazdaságfejlesztési lehetőségek szélesebb körű kiaknázását teszi lehetővé Tompa és Szabadka és vonzáskörzetük közötti szoros kapcsolat, aminek szervezettebbé, hatékonyabbá tétele érdekében az érintett önkormányzatok, kamarák - vállalkozásokkal együttműködve - egy határmenti gazdasági együttműködésről szóló Konzorcium megvalósítását kezdeményezték. GATE TO EUROPE PROJECT S GENERAL PRESENTATION The Hungarian-Serbian Chamber of Commerce and Industry successfully applied to the Hungary- Serbia IPA Cross-Border Cooperation Program with a project titled Gate to Europe. The partners in the project lasting for 12 months and closing in November 2012 are the Regional Chamber of Commerce from Subotica and the Csongrád County Chamber of Commerce and Industry. The main objective of the Gate to Europe Project is to make up a feasibility study on the implementation of industrial parks within a cross-border cooperation. These industrial parks would be established in the Subotica Municipality and on the Hungarian side of the border, in Tompa with the aim to increase the number of investors and jobs in the region, thus diminishing unemployment. As an impact of the industrial parks operations in the future, a competitive and progressive region will be formed along the Hungarian-Serbian border region. Along modern and novel ideas, the Gate to Europe Project seeks a solution for forming crossborder industrial parks on such border-sections, where one side is an EU member state, while the other is still in the pre-accession stage. Since we strive to reach good and lasting solution, the followings were especially accentuated: well-defined property rights explored technical opportunities that the industrial parks to-be-established provide services incentives to companies moving in to create permanent value-producing work. In the implementation of the project, a crucial role belongs to the Csongrád County Chamber of Commerce and Industry and the Hungarian-Serbian Chamber of Commerce and Industry established in 2009. These chambers play an outstanding role in implementing a vibrant economic life along the Budapest-Szeged-Subotica-Belgrade axis, thus supporting the region s catch-up and inter-state cooperation. They also promote synergy among entrepreneurship development, incentives for investments and building cross-border contacts. The chambers of the two countries cooperating within the project are very close to entrepreneurships interested in the implementation and to local self-governments, and they treat the advocacy of regional entrepreneurial interests as a priority. CHAMBER OF COMMERCE AND INDUSTRY CSONGRÁD COUNTY The Chamber of Commerce and Industry Csongrád County has a history of 120 years and has nearly 1600 members from the fields of trade, industry, service and crafts. These enterprises represent nearly 60% of the economic power of the county. The role of the chambers is to help their members, the actors of the business sphere, through the improvement of entrepreneurial environment, economic analyses and forecasts, the coordination of vocational training, suggestions, building credible, authentic business relationships and providing consultation in legal, taxation and other matters. The Chamber of Commerce and Industry considers the improvement of cross-border economic cooperation its accentuated task. In order to fulfil this task the Chamber organizes entrepreneur meetings, assists and implements cross-border projects taking active part in the improvement of the cooperation with the Serbian and Romanian Chambers of Commerce and their member entrepreneurs. For the vast majority of the enterprises, EU accession ensured huge possibilities, but at the same time, also meant huge challenges, as they had to meet the regulations of the internal market, catch up with the international competition and find appropriate business partners. In order to give assistance in these business matters, the Chamber of Commerce and Industry hosts the office of the Enterprise Europe Network, the member of the only network of the European Commission established for supporting small and medium sized enterprises. The headquarters building of our Chamber is located in Szeged but the local agency of the Chamber of Commerce and Industry Csongrád County in Hódmezôvásárhely and the customer service offices in Makó and Szentes are also at the service of our clients. The Csongrád County Chamber of Commerce and Industry plays the role of a project partner in the implementation of the Gate to Europe Project. Beyond organising workshops facilitating the expert-level implementation of the project, the Chamber was tasked to draw up the complex marketing and PR plan for the two, cross-border industrial parks, which will have a joint management and will be formed in the region of Subotica and Tompa. The aim of the marketing plan, developed within the project, is the description of the industrial park to-be-established as a marketing product, likewise the definition of the marketing, communication and PR tools for achieving the objectives. PRESENTATION OF THE POTENTIAL HUNGARIAN-SERBIAN CROSS-BORDER INDUSTRIAL PARKS Basic conclusions of the feasibility study carried out within the framework of the project A cross-border industrial park is an industrial park operating on both sides of the border or the like, and it can include two industrial parks operating in close vicinity. Their operation is based on joint cooperation and strategy. Beyond taking advantage of the favourable conditions of each other s countries, by appearing on the other country s markets, these parks can intensify and spur economic activities. The legal environment in Serbia and Hungary enables the founding of such cooperating, though legally independent industrial parks, which can operate harmoniously based on jointly set strategies. Owing to the free zone in Serbia, the supported industrial park developments in Hungary and the facilities of the local government, such an industrial park can be founded, which, utilising the favourable characteristics provides competitive advantages to enterprises, wishing to invest. Main characteristics of the selected areas: Tompa: It is covered by the Urban Development Plan as an industrial-commercial area. Property rights are settled, it is owned by the local self-government. The area is 23 ha, but can be extended to as much as 100 ha in the direction of the border. Its location is excellent: it is 10 km south from main road no. 55, 130 m from the main road no. 53 and 2,5 km north from the border with Serbia. Basic infrastructure is in place. Subotica Property rights are settled, it is owned by the City of Subotica. Part of the free zone. The area is 53 ha, extension possible. It is along road no. 102 from Subotica to Sombor, 10 km from the international border crossing, 5 kms from Subotica Local public utility infrastructure is developed. Detailed regulation plan is adopted. Favourable environment for investments: multinational companies in the neighbourhood. Marketing and PR support Based on the experience of active free zones in Vojvodina and the offer of the industrial parks in the Csongrád and Bács-Kiskun counties, likewise the mapping of SME needs, we made a marketing and PR plan, which will serve to attract potential and interested enterprises in the cross-border industrial parks to-be-established. Why is the solution offered by the cooperation of cross-border industrial parks leading the way? Because of the favourable geographical position on both sides of the Serbian-Hungarian border. There is basic infrastructure, which can be further extended. Supportive legal environment in both countries. Outstanding tax and customs incentives. Cooperation between and EU member state and a third country. Promoting Serbia s catch-up. Cooperation, mutual benefits, joint thinking. Unique solution. Opportunities spurring the economy in Tompa. New jobs. Broad market opportunities, expansion. Sustainability and development. We may say that the project provides a unique solution to spur economy, because it fully utilises the region s geo-strategic position and facilities in logistic and can even develop them. By using support funds ensured for founding free zones in Serbia and industrial parks in Hungary, likewise other incentives, such favourable allocation of conditions may be created, which cannot be compared to any other, similar industrial park. We expect from realization of the cross-border industrial parks, first and foremost, the stimulation of local economy, the increase in the intensity of investment, and thereby the development of the cross-border region and the support to Serbia s integration. The tight contacts between the cities of Tompa and Subotica enable a broader exploitation of economy development opportunities and to make these more organised and effective the given local self-governments and chambers, hand in hand with entrepreneurships, initiated the implementation of a Consortium on cross-border economic cooperation.
