1 Magyarrszág vízgyűjtő kerületen belüli elhelyezkedése, térképi bemutatása Magyarrszág teljes területe, a Duna vízgyűjtőkerület része. A nemzetközi szintű vízgyűjtőkerületen 18 rszág sztzik, amelyek egyrészt európai tagállamk, csatlakzó rszágk és nem csatlakzó rszágk. Részletes bemutatását a Duna Védelmi Nemzetközi Bizttság (ICPDR) által készített "Rf Reprt" (2. melléklet) tartalmazza. Magyarrszág elhelyezkedését a Duna vízgyűjtőkerületen belül, szintén a "Rf Reprt"-ban (2. melléklet) található, átnézeti szintű térkép mutatja be. Magyarrszág felszíni vizeinek áttekintő térképe (1. melléklet) a nagy részvízgyűjtők (Duna közvetlen, Tisza, Dráva, Balatn) megjelenítése mellett, az 1000 km 2 -nél nagybb részvízgyűjtők határait, valamint a 100 km 2 -nél nagybb vízgyűjtővel rendelkező vízflyáskat ábrázlja a rajtuk lévő, 0,5 km 2 -nél nagybb vízfelületű, vízflyáskn lévő víztárzókkal együtt. Az rszágban két 100 km 2 -nél nagybb vízfelületű tó található, a Balatn és az sztrák- magyar határral szttt Fertő tó. Az áttekintő térképen a Velencei tó is megjelenítésre került, amely felszíne ugyan nem éri el a 100 km 2 -t, de kartgráfiai jelentősége miatt ábrázltuk. Az áttekintő térkép az M=1: léptékű digitális térképi adatbázisból - a fentiekben megadtt értékeknek megfelelő leválgatással - készült. A térkép tartalmát a Víz Keretirányelv végrehajtásáhz készített és a nvember án Rómában tarttt - Víz Igazgatói értekezleten elfgadtt Jelentési Útmutató (tvábbiakban: Jelentési Útmutató) B.2 táblázatában írtak alapján állítttuk össze. Hatáskörrel rendelkező hatóság 1. A hatáskörrel rendelkező hatóság megnevezése, illetékessége Hazánkban a keretirányelv előírásainak végrehajtására a Környezetvédelmi és Vízügyi Minisztérium (KvVM, H-1011 Budapest, Fő utca ), a hatáskörrel rendelkező hatóság. A KvVM felelős: a krdinációért és a vízgyűjtő gazdálkdási terv elkészítéséért az Európai Unió Bizttsága felé történő jelentésér A KvVM illetékessége a Duna vízgyűjtő kerületen belül, az rszág teljes területére kiterjed. 2. A KvVM jgi háttere 1. A minisztériumt létrehzó jgszabály A KvVM intézményét a Magyar Köztársaság minisztériumainak felsrlásáról szóló évi XI. törvény hzta létre. Ezért a krmány úgy határztt, hgy a Víz Keretirányelv feladatainak végrehajtására, az érintett tárcák bevnásával, létrehzza és működteti a Víz Keretirányelv Stratégiai Tárcaközi Krdinációs Bizttságt. Duna vízgyűjtő kerület szintű krdináció A Duna Védelmi Nemzetközi Bizttság (ICPDR) a Víz Keretirányelv végrehajtását krdináló Duna vízgyűjtőkerület szintű nemzetközi testület, amely a Duna védelmére és fenntartható használatára irányuló együttműködésről szóló, június 29-én, Szófiában létrehztt egyezmény keretei között működik. Az egyezmény hazánkban a 74/2000 (VII.31.) Krm. rendelettel került kihirdetésre. A keretirányelv előírásai végrehajtásáhz a krdináció szintjét és az együttműködés szervezeti, szakmai kereteit bővebben a "Rf Reprt" (2. melléklet) tartalmazza. 2. Kétldalú együttműködések Magyarrszágt hét szmszéds rszág veszi körül, amelyek közül Szlvénia, Ausztria, és a Szlvák Köztársaság európai tagállamk, Rmánia csatlakzó rszág, Hrvátrszág csatlakzásra jelölt, Ukrajna és Szerbia-Mntenegró állam nem csatlakzó rszágk. A szmszéds államk mindegyikével hatálys kétldalú egyezményünk van, amelyeket az alábbiakban srlunk fel: Ausztria Az egyezmény címe: Egyezmény a Magyar Népköztársaság és az Osztrák Köztársaság között a határvidék vízgazdálkdási kérdéseinek szabályzása tárgyában Hatálybalépés időpntja: július 31. Az Egyezmény a Magyar Népköztársaság Elnöki Tanácsának évi 32. számú törvényerejű rendeletével került kihirdetésre. Az Egyezmény címe: Szerződés a Magyar Népköztársaság és az Osztrák Köztársaság között a környezetvédelem területén való együttműködésről Hatálybalépés időpntja: nvember 8. A Magyar Közlönyben közzétéve "1985/17. Nemzetközi szerződés az Országs Környezet és Természetvédelmi Hivatal elnökétől" cím alatt. Szlvák Köztársaság Az egyezmény címe: Egyezmény a Magyar Népköztársaság Krmánya és a Csehszlvák Szcialista Köztársaság Krmánya között a határvizek vízgazdálkdási kérdéseinek szabályzásáról Hatálybalépés időpntja: július 28. Az Egyezmény a Minisztertanács (MT) 55/1978.(XII.10.) számú rendeletével került kihirdetésre. Az Egyezmény megújítása flyamatban van. Danube River Basin District Part A - Rf reprt Infrmatin required accrding t Art. 3 (8) and Annex I f the EU Water Framewrk Directive Reprting deadline: June 22, 2004 INTRODUCTION Situatin in the Danube River Basin District The Danube River Basin is the secnd largest river basin f Eurpe1 cvering km 2 and territries f 18 states including EU-Member States, accessin states and nn accessin states. Where a river basin district extends beynd the territry f the Cmmunity, the Water Framewrk Directive 2000/60/EC (WFD) requests the Member State r Member States cncerned t "endeavur t establish apprpriate crdinatin with the relevant nn-member States, with the aim f achieving the bjectives f this Directive thrughut the river basin district." (Art. 3.5 WFD). The Internatinal Cmmissin fr the Prtectin f the Danube River (ICPDR) serves as the platfrm fr crdinatin t develp and establish the Danube River Basin Management Plan (DRBMP). In Nvember 2000 all Cntracting Parties f the "Cnventin n Cperatin fr the Prtectin and Sustainable Use f the Danube River" (Danube River Prtectin Cnventin, DRPC) stated their cmmitment t implement the WFD within their jurisdictin and t cperate in the framewrk f the ICPDR t achieve a single, basin-wide crdinated Danube River Basin Management Plan. Fr states with territries f less than km 2 in the Danube River Basin (DRB) the ICPDR has attempted t establish apprpriate bilateral crdinatin At the time f reprting eight states in the Danube River Basin are EU-Members, tw are in the accessin prcess and ne has applied fr EU-Membership (see Table 1). By the time the deadline fr the cmpletin f the River Basin Management Plan is reached in December 2009 prbably tw mre Danube states will have becme EU Members. Only when the WFD refers t anther piece f Cmmunity legislatin where a transitinal perid has been granted, e.g. the Urban Waste Water Treatment Directive (91/271/EEC), this perid applies. Legal transpsitin is currently taking place in all candidate cuntries at different paces, similar t the EU Member States. All f the accessin states are cmmitted t cmpleting transpsitin by the date f accessin. Fr the candidates, which may jin in 2007, the WFD is part f the acquis cmmunautaire. S far, n transitinal perids have been requested by these states. Cratia has applied fr accessin t the Eurpean Unin in February They have n reprting bligatins but they are fllwing the prcess. Status f this reprt This reprt was agreed by all Cntracting Parties under the Danube River Prtectin Cnventin and Bsnia-Herzegvina at the 6th Ordinary Meeting f the ICPDR n December 1-2, 2003 in Vienna. STRUCTURE OF THE REPORT Due t the large number f states and the crdinatin requirements in the Danube River Basin District (DRBD) it is necessary t divide the Danube River Basin Management Plan int tw parts. Part A (rf f the DRBMP) gives relevant infrmatin f multilateral r basin-wide imprtance, whereas Part B (natinal input t DRBMP) gives all relevant further infrmatin n the natinal level as well as infrmatin crdinated n the bilateral level. The ICPDR has a crdinating and supprting functin, but des nt reprt n its wn. Each state will deliver the rf reprt (Part A) and its wn natinal reprt (Part B). This apprach is als undertaken fr the delivery f infrmatin required accrding t Art. 3 (8) and Annex I WFD. In additin, the ICPDR will infrmally send a cpy f the rf reprt and a cpy f the natinal reprts (Part B) f thse cuntries nt bligated t reprt t the Eurpean Cmmissin. A. Rf reprt The rf reprt cntains infrmatin n issues f multilateral r basin-wide imprtance and demnstrates the basin-wide crdinatin arrangements. This reprt will be sent by the states tthe Eurpean Cmmissin with the natinal reprts. It is identical fr all states. The ICPDR serves as the platfrm fr crdinatin. The cntent f the management plan results frm the wrk f the ICPDR expert grups and is apprved by the ICPDR Ordinary Meetings.

B. Natinal reprt The natinal reprt gives all relevant further infrmatin n the natinal level as well as infrmatin crdinated n the bilateral level. It addresses all issues listed in Annex I WFD. Regarding pints 1., 2. and 6. the natinal infrmatin is given in additin t the infrmatin in Part A. The infrmatin needed t fulfill the requirements f Art. 3 (8) and Annex I WFD will be cvered in Part A (rf reprt) and Part B (natinal reprts) as fllws: Part A Rf reprt Part B Rf reprt 1. Internatinal relatinships Part A will describe the internatinal relatinships t ensure basin-wide crdinatin and will include an verview n existing bi- r multilateral agreements f the Danube states. Part B will cntain further infrmatin n bi-/multilateral agreements and ther frms f cperatin. INFORMATION GIVEN IN THE ROOF REPORT 1. Cmpetent authrities The cmpetent authrities are designated by the states. The link between these n the internatinal level is ensured thrugh the ICPDR and its Cntracting Parties. The ICPDR serves as the platfrm fr crdinatin fr the implementatin f the WFD in the Danube River Basin District n issues f basin-wide imprtance (see chapter 3.2). A list f the (natinal) cmpetent authrities is attached in Annex 1 (verview) Gegraphical cverage f the Danube River Basin District The Danube River Basin District cvers 1) the Danube River Basin, 2) the Black Sea castal catchments n Rmanian territry, and 3) the Black Sea castal waters alng the Rmanian and partly the Ukrainian cast (see Table 2). The value fr the Black Sea castal river basins differs slightly frm the fficial data, since ther methds f calculatin have been used. Figure 2 shws the gegraphical cverage f the Danube River Basin District. The uter bundary f the Danube River Basin District was defined taking int cnsideratin the hydrlgical bundaries f the surface waters and grundwater. In a few small places the district bundaries f grundwater and surface waters are nt aligned (Germany, Slvenia and Bulgaria). Details can be fund in the respective natinal reprts. In additin t the Danube River Basin, the small castal basins f the Black Sea tributaries lying n Rmanian territry between the Eastern bundary f the DRB and the castal waters f the Black Sea have been included in the Danube River Basin District. Here als lies the Danube-Black Sea Canal (Canal Dunarea-Marea Neagra), which diverts part f the water f the Danube River directly t the Black Sea. These castal catchments were included in the DRBD, because they influence the castal waters alng the Rmanian castline. The ther Danube states agreed with including the Black Sea tributaries n Rmanian territry int the DRBD. The castal waters f the DRBD extend alng the full length f the Rmanian castline and alng part f the Ukrainian cast up t the hydrlgical bundaries f the Danube River Basin. The Rmanian castal waters were included in the DRBD, because the water quality and the mrphlgy f the seashre are substantially influenced by the Danube River. The Rmanian castal waters are delineated at 1 nautical mile frm the baseline, which is defined alng 9 pints within the territrial sea f Rmania as laid dwn in the Rmanian Law N. 17/1990, mdified by Rmanian Law N. 36/2002. A detailed descriptin f the castal waters is cntained in the Rmanian natinal reprt (Part B). The Ukrainian castal waters are nt defined by Ukrainian law. Fr WFD implementatin the castal waters are defined in line with Art. 2.7 WFD at 1 nautical mile frm the baseline.

The castal waters f Bulgaria are nt included in the DRBD, since their characteristics are substantially influenced by rivers n Bulgarian territry flwing int the Black Sea and by prcesses in the Black Sea itself. The Bulgarian Water Law f 1999 designates 4 river basin districts in the cuntry. Their bundaries are based n the hydrlgical bundaries f the watersheds (surface water and grundwater) between the river basins. Fllwing these hydrlgical cnsideratins, and the prvisins f Article 3 (1) f the WFD, Bulgarian castal waters are assigned t the Black Sea River Basin. The latter cvers 25.2 % f the cuntry s surface area and includes all rivers n Bulgarian territry flwing int the Black Sea, castal waters and territrial waters (Article 152 (1) 2 f the Water Law). The ther Danube States agreed with the inclusin f the castal waters f Ukraine and Rmania int the DRBD and the exclusin f Bulgarian castal waters. The Danube River Basin District verview map depicts: the uter bundary f the Danube river basin district,

7 the bundaries f the Danube River Basin and f the Black Sea castal catchments, the bundaries f the castal waters belnging t the DRBD, all rivers with catchments larger than 4000 km 2, all lakes, lagns and reservirs with a surface area f at least 100 km 2, the main canals used fr navigatin, the main cities including the capitals f the cuntries, and the lcatins f the cmpetent authrities. 2. Characteristics f the Danube River and its main tributaries The Danube River Basin is the secnd largest river basin f Eurpe, cvering km 2 and territries f 18 cuntries (see Table 3). The Danube is 2870 km lng and has an average discharge f 6460 m3/sec at its muth in the Danube Delta. Sme f its largest tributaries are characterised belw. Their key hydrlgic characteristics are listed in Table 4. The Inn is the third largest by discharge and the seventh lngest Danube tributary. At its muth in Passau, it brings mre water int the Danube than the latter itself. Hwever, its catchment area f km 2 is nly nearly half as big as the Danube at this pint. The main tributary f the Inn is the Salzach River. The Mrava/March River is a left hand tributary f the Danube. Its catchment area f km 2 cvers parts f the Czech Republic, Slvakia and Austria. In terms f gelgical structure, this basin frms a bundary between the Bhemian Highlands, the Carpathians and the Pannnian Prvince. It is an eclgically valuable area with high diversity f species and landscape types. The Drau/Drava is the furth largest and furth lngest Danube tributary. It rises in the suthern Alps in Italy but is the dminant river f suthern Austria, eastern Slvenia, suthern Hungary and Cratia. Main Austrian sub-tributaries are Isel, Möll, Lieser and Gurk, and the Mur/Mura with its muth at the Cratian-Hungarian brder. The Tysa/Tisza/Tisa River basin is the largest sub-basin in the Danube River Basin ( km 2 ). It can be divided int three main parts: the muntainus Upper Tysa in Ukraine (upstream f the Ukrainian-Hungarian brder), the Middle Tisza in Hungary (receiving the largest tributaries: Bdrg River and Slaná/Sajó River cllecting water frm the Carpathian Muntains in Slvakia and Ukraine as well as the Smes/Szams River, the Crisul/Körös River System and Mures/Mars River draining Transylvania in Rmania), and the Lwer Tisa (dwnstream f the Hungarian-Serbian brder, where it receives the Bega/Begej directly, and ther tributaries indirectly thrugh the Danube - Tisza - Danube Canal System). The Tysa/Tisza/Tisa River is als the lngest tributary (966 km). By flw vlume it is secnd largest after the Sava River. The Sava River is the largest Danube tributary by discharge (average 1564 m 3 /sec) and the secnd largest by catchment area ( km 2 ). It rises in the western Slvenian muntains and passes thrugh Cratian lwland befre frming the brder between Cratia and Bsnia-Herzegvina. Cntinuing thrugh Serbia-Mntenegr it reaches its cnfluence with the Danube in Belgrade. Its main sub-tributaries are Krka, Kupa, Una, Vrbas, Bsna, Drina and Klubara. The Iskar is the largest Danube tributary n Bulgarian territry. It springs frm the Rila muntain passes, flws thrugh the utskirts f Sfia, crsses the Balkan muntains and cntinues its 368 km lng way t the Danube. Its catchment area is km 2. The Siret River Basin has the third-largest catchment area and is situated t the east f the Carpathians. Its surce lies in Ukraine and it flws thrugh the territry f Ukraine and Rmania. Its main sub-tributaries are Suceava, Mldva, Bistrita, Trtus, Barlad and Buzau. The Prut River is the secnd lngest (950 km) and the last tributary f the Danube, with its muth just upstream f the Danube Delta. Its surce is in the Ukrainian Wd Carpathians. Later it frms the brder between Rmania and Mldva. Main sub-tributaries are Ceremsh, Derelui, Vlvat, Baseu, Crgea, Jijia, Chineja, Ciugur and Lapusna. The Danube Delta is largely situated in Rmania and partly in Ukraine. The entire prtected area cvers ha including fldplains and marine areas. The cre f the reserve ( ha) has been established as a "Wrld Nature Heritage" in There are 668 natural lakes larger than ne hectare cvering 9.28 % f the Delta s surface. The Delta is an envirnmental buffer between the Danube River and the Black Sea, filtering ut pllutants and enabling bth water quality cnditins and natural habitats fr fish in the Delta and in the envirnmentally vulnerable shallw waters f the nrth-western Black Sea. Mrever, it is Eurpe s largest remaining natural wetland - a unique ecsystem. These values may differ slightly frm the fficial data, because ther methds f calculatin have been used. Figure 3 is based n data calculated with the "Danube Water Quality Mdel", which was develped during the Danube River Pllutin Reductin Prgramme in It shws the relative cntributin f run-ff int the Danube divided by the states where the run-ff riginates frm. Austria shws by far the largest cntributin (22.1 %) fllwed by Rmania (17.6 %). This reflects the high precipitatin in the Alps and in the Carpathian muntains. In the upper part f the Danube the Inn cntributes the main water vlume adding mre water than the Danube has at the pint f cnfluence with the Inn. In the middle reach it is the Drava, Tisza and Sava, which tgether cntribute almst half f the ttal discharge that finally reaches the Black Sea. Internatinal relatinships in rder t ensure crdinatin 1. General verview BG -RO brder In view f the size and number f states that have territries in the Danube basin crdinatin is required n different levels in rder t fulfil "the envirnmental bjectives established under Article 4, and in particular all prgrammes f measures" (Art. 3.4 WFD). "In the case f an internatinal river basin district extending beynd the bundaries f the Cmmunity, Member States shall endeavur t prduce a single river basin management plan, and, where this is nt pssible, the plan shall at least cver the prtin f the internatinal river basin district lying within the territry f the Member State cncerned." (Art WFD). The rf reprt cvers transbundary issues f basin-wide relevance. Other transbundary issues will be dealt with in the natinal reprts (i.e. issues with limited transbundary impacts).

Transbundary issues nt cvered by the ICPDR are slved at the apprpriate level f cperatin e.g. in the frame f bilateral/multilateral river cmmissins. Lcal issues remain a natinal task. Generally, crdinatin will take place at the lwest level pssible s that the crdinatin via the ICPDR can be limited t thse issues necessary n the basin-wide level. 2. Crdinatin f WFD implementatin at the basin-wide level The Danube River Prtectin Cnventin frms the verall legal instrument fr cperatin and transbundary water management in the Danube River Basin (see Annex 2). The main bjective f the cnventin is the sustainable and equitable use f surface waters and grundwater and includes the cnservatin and restratin f ecsystems. The Cntracting Parties cperate n fundamental water management issues and take all apprpriate legal, administrative and technical measures, t maintain and imprve the quality f the Danube River and its envirnment. Presently, Austria, Bulgaria, Cratia, the Czech Republic, Germany, Hungary, Mldva, Rmania, the Slvak Republic, Slvenia, Serbia and Mntenegr, Ukraine and the Eurpean Cmmunity are Cntracting Parties t the DRPC. Bsnia and Herzegvina has an bserver status. T facilitate the implementatin f the DRPC, the Danubian states agreed that with its entry int frce the ICPDR is established. The ICPDR is therefre the framewrk fr basin-wide cperatin (see Figure 4). Figure 4: Organisatinal structure under the Danube River Prtectin Cnventin At its 3rd Ordinary Meeting n Nvember 27-28, 2000 in Sfia the ICPDR made the fllwing reslutins: The ICPDR will prvide the platfrm fr the crdinatin necessary t develp and establish the River Basin Management Plan fr the Danube River Basin. The Cntracting Parties ensure t make all effrts t arrive at a crdinated internatinal River Basin Management Plan fr the Danube River Basin. In the ICPDR all Cntracting Parties and Bsnia-Herzegvina as an bserver supprt the implementatin f the WFD in their territries and cperate in the framewrk f the ICPDR t achieve a single, basin-wide crdinated Danube River Basin Management Plan. The ICPDR President has addressed the ther DRB cuntries nt cperating under the DRPC t cmmit themselves t cperate with the ICPDR t achieve a basin-wide crdinated DRBMP. Pland, Switzerland, Macednia and Albania have ffered their supprt (see Annex 3). Frm Italy n respnse was received. On the

10 peratinal level, it is the bligatin f the Cntracting Parties t ensure the necessary crdinatin with their DRB neighburs nt cperating under the DRPC. The River Basin Management Expert Grup was created t prepare and crdinate the necessary activities fr the implementatin f the WFD. All states cperating under the DRPC are represented in the River Basin Management Expert Grup. The grup jintly agrees n the necessary actins fr the develpment f the Danube River Basin Management Plan, e.g. the develpment f a strategy fr establishing the RBM Plan, develpment f the rf reprt t the Eurpean Cmmissin r identifying needs fr harmnisatin f methds and mechanisms (see Figure 5). The Danubian states cperating under the DRPC reprt regularly t the ICPDR n the prgress f WFD implementatin in their wn states. These natinal reprts serve as a means fr exchanging infrmatin between the states and fr streamlining the implementatin activities n the natinal level. At each f its Ordinary Meetings and Standing Wrking Grup Meetings the ICPDR deals with the step-wise implementatin f the WFD in the Danube River Basin and takes the necessary decisins. Bilateral and multilateral cperatin Bilateral agreements are in place between almst all states in the Danube River Basin District, but it is imprtant t nte that these agreements were nt "established in rder t ensure crdinatin" as stated in WFD Annex I, 6. These are generally lder treaties that deal with specific issues f transbundary cperatin, which in many cases includes water management issues. Sme f these agreements have been adapted t cver issues related t WFD implementatin, but generally they are nly used as the platfrm fr crdinatin needed t fulfil the requirements f the WFD. Bilateral agreements are in place between almst all the States that participate in the implementatin f the WFD in the Danube River Basin District. A very recent multilateral agreement is the "Framewrk Agreement n the Sava River Basin" (entry int frce at present pending). On the Tisza River a multilateral cperatin has been initiated in the frame f the "Envirnmental Prgramme fr the Tisza River Basin" and the "Budapest Declaratin" (Tisza Water Frum). Like the DRPC the bilateral and multilateral agreements at present d nt - with the exceptin f the Sava River Basin Agreement and the Envirnmental Prgramme fr the Tisza River Basin - make reference t the WFD. Nevertheless, the fra based n these agreements are utilised fr the implementatin f the WFD just as in the case f the ICPDR. They therefre serve as a platfrm fr cperatin fr thse issues that are best dealt with at the sub-basin level. Table 5 gives an verview f the existing agreements and n the cmmissins based n them that are being used fr WFD implementatin. There are cases where n frmally apprved bilateral agreements and cmmissins implementing them exist, but regular meetings serve t facilitate cperatin. Detailed infrmatin n the mdes f cperatin at the bilateral and multilateral level will be given in the natinal reprts. The reprts f Slvenia, Cratia, Serbia-Mntenegr and Bsnia- Herzegvina will include a shrt summary f the "Framewrk Agreement n the Sava River Basin".

Cperatin f the ICPDR with the Black Sea Cmmissin (ICPBS) Eutrphicatin is ne f the principle causes fr the degradatin f the Black Sea. The land-based input f nutrients via the Danube River int the Black Sea is claimed t be the mst imprtant driving frce fr its eutrphicatin. In view f these cause-effect relatinships a Memrandum f Understanding (MU) was signed by the ICPDR and the Internatinal Cmmissin fr the Prtectin f the Black Sea (ICPBS) n Nvember 26, 2001 in Brussels (see Annex 4). Fr its implementatin the Danube-Black Sea Jint Technical Wrking Grup was charged with the task, t assure the implementatin f all technical measures f the MU with particular attentin t the assessment f nutrient inputs int the Black Sea and the eclgical status f the Black Sea. Relevant infrmatin will be utilised in this cntext as much as pssible. Hwever, the ICPDR des nt cperate with the ICPBS in a legal cntext relating t the implementatin f the WFD within the Danube River Basin District. The MU is used as a basis t jin the effrts f the states participating in the cmmissins activities t implement the WFD.
