Jenei (1997) refers to the influence of three West European models on CEECs, i.e. Weberian, managerialism and co-production. Since the rule of law is fragile, the role of the Weberian models is crucial. Without an existing Weberian model the impact of managerialism and co-production are dysfunctional. But, that does not mean that East-West co-operation should be limited to the Weberian model (Jenei, 1997: 220). He pleads for a combined strategy in which the different components of Weberianism, managerialism and co-production are involved. 15. At the third stage the co-operatin is based on joint action where collaborative relationship is marked by the beginning of identificable projects and activities. The fourth stage of collaborative relationship is mutual, which exists when the collaboration becomes more extensive and regular. The mutual co-operation can be characterised by co-ordinated activities and programmes based on agreed strategies that meet the needs and interests of both partners. 22.
