Pályázati felhívás Teljesítményalapú Doktori Ösztöndíjra a 2018/2019. tanévben felvett hallgatók számára Call for Applications For performance-based doctoral scholarship for students admitted in the academic year of 2018/2019 A Budapesti Corvinus Egyetem (a továbbiakban: Egyetem vagy BCE ) a Pallas Athené Domus Educationis Alapítvánnyal kötött együttműködés keretében a BCE SZMR III.2. Hallgatói Térítési és Juttatási Szabályzat (a továbbiakban: HTJSZ) 16/F. szerinti teljeseítményalapú doktori ösztöndíra pályázatot hirdet az alábbiak szerint. 1.) Az ösztöndíj pályázat célja a tudásteremtés ösztönzése, multidiszciplináris oktatási, kutatási programok támogatása, ennek keretében a geopolitikának, mint a gazdaságpolitika fontos dimenziójának szakmai és tudományos feltárása, valamint a hallgatók teljesítményének ösztönzése. Ennek részeként a világgazdaság, a geopolitika és a kapcsolódó multidiszciplináris tanulmányok területén a) elsősorban a Nemzetközi Kapcsolatok Multidiszciplináris Doktori Iskola Geopolitika alprogram hallgatóit, b) geopolitikához kapcsolódó kutatási téma esetén a Nemzetközi Kapcsolatok Multidiszciplináris Doktori iskola, ba) Világgazdasági alprogram vagy bb) Nemzetközi és Biztonsági Tanulmányok alprogram hallgatóit, továbbá c) az Egyetem egyéb, regionális és geopolitikai témakörhöz kapcsolható kutatási témával rendelkező doktori képzésben részt vevő hallgatóit a tanulmányi/kutatási eredményük alapján teljesítményalapú ösztöndíj formájában támogassa. 2.) A Teljesítményalapú Doktori Ösztöndíj (a továbbiakban: Ösztöndíj) a 2018/2019. tanévben legfeljebb 11 főnek ítélhető oda. 3.) A megítélt ösztöndíj a doktori képzés első, képzési és kutatási szakaszára szól, maximum 4 félévre, legfeljebb a képzési idő másfélszeresének időtartamában, félévente 5 hónapra. Corvinus University of Budapest (hereinafter: University or BCE) announces - as part its cooperation framework with Pallas Athené Domus Educationis Foundation - a call for application for a performance-based doctoral scholarship pursuant to BCE SZMR III.2. Students Fees and Benefits Policy (hereinafter: HTJSZ) 16/F., according to the following. 1.) The aim of the call for applications for scholarship is to promote of knowledge creation, to support multidisciplinary educational and research programmes, as part of that, the professional and scientific exploration of geopolitics as an important dimension of economic policy, as well as to encourage the performance of the students. As part of that, to support, in the field of the world economy, geopolitics and the related multidisciplinary studies a) primarily, students of the International Relations Multi-disciplinary Doctoral School Geopolitics subprogramme, b) students of the International Relations Multidisciplinary Doctoral School in the case of research topics related to geopolitics, ba) students of the World Economics subprogramme or bb) those of the International and Security Studies sub-programme, furthermore c) other students of the University participating in doctoral courses, with a research topic related to other regional and geopolitical matters in the form of a performance-based scholarship, based on their academic/research accomplishments. 2.) The Performance-based Doctoral Scholarship (hereinafter: Scholarship) may be granted to no more than 11 persons during the academic year of 2018/2019. 3.) The granted doctoral scholarship applies to the first, educational and research phase of the doctoral course, for a maximum of 4 semesters, for a term not exceeding one and a half times the term of study, for 5 months per semester.

4.) Az ösztöndíj összege: a) a 2018/2019. tanév 1. (őszi) félévében 200 000 Ft/hó egységesen, b) a 2018/2019. tanév 2. (tavaszi) félévétől az ösztöndíjak differenciálásával a 14.) 15.) pontban meghatározottak szerint: ba) I. kategória 150 000 Ft/hó, bb) II. kategória 200 000 Ft/hó, bc) III. kategória 250 000 Ft/hó. 5.) A 2018/2019. tanév 1. (őszi) félévére eső ösztöndíj egy összegben, a 2018/2019. tanév második (tavaszi) félévtől az ösztöndíj havonta kerül folyósításra. 6.) A jogosultság feltételei: a) Az ösztöndíjra azon nappali munkarendű, aktív hallgatói jogviszonnyal rendelkező önköltséges finanszírozási formában tanulmányokat folytató doktorandusz hallgatók jogosultak, akik aa) a 2018/2019. tanévben nyertek felvételt és kezdték meg tanulmányaikat a doktori képzésben ab) megfelelnek az 1.) szerinti feltételeknek, ac) önköltségi díjukat maguk fizetik (azaz nem harmadik fél és nem számla ellenében fizeti az önköltségi díjat); ad) a pályázatban érintett doktori képzésük vonatkozásában más tanulmányi ösztöndíjban nem részesülnek. 7.) Az ösztöndíj folyósításának feltételei: a) Az ösztöndíj folyósításának feltétele a támogatást elnyert hallgató és az Egyetem közötti ösztöndíjszerződés megkötése. b) Az ösztöndíj kizárólag aktív félévben folyósítható a doktori képzés első, képzési és kutatási szakaszában legfeljebb a képzési idő másfélszeresének időtartamában. c) Az ösztöndíjas a 2. félévtől kezdődően határidőben benyújtotta a 14. pontban meghatározott teljesítményigazolást. 4.) Amount of the scholarship: a) 200,000 HUF/month in the 1st (autumn) semester of the academic year of 2018/2019 for every beneficiary, b) from the 2nd (spring) semester of the academic year of 2018/2019, by the differentiation of the scholarships, as defined in sections 14 to 15: ba) Category I 150,000 HUF/month, bb) Category II 200,000 HUF/month, bc) Category III 250,000 HUF/month. 5.) The scholarship for the first (autumn) semester of the academic year of 2018/2019 will be paid in one lump sum, from the second (spring) semester on a monthly basis. 6.) Conditions of eligibility: a) Students with an active student status are eligible to apply for the scholarship, who are studying in a selffunded scheme in full-time education and aa) were admitted and started their doctoral studies in the academic year of 2018/2019 ab) meet the conditions defined in 1.), ac) pay their fees in the self-funded scheme themselves (i.e. no third party pays for these and they do not pay the fee against an invoice); ad) receive no other scholarship regarding their doctoral studies concerned by the grant. 7.) Conditions for the payment of the scholarship: a) The payment of the scholarship is conditional on the conclusion of a scholarship contract between the beneficiary student and the University. b) The scholarship may only be paid during an active semester in the first, educational and research phase of the doctoral course, for a term not exceeding one and a half times the term of study. c) The scholarship holder submitted the certificate of performance defined in Section 14 within the deadline, starting from the 2nd semester.

8.) Az ösztöndíjra való jogosultság megszűnése: a) A hallgató az ösztöndíjra való jogosultságát elveszíti és az ösztöndíj tovább nem folyósítható, amennyiben: aa) a hallgató hallgatói jogviszonya megszűnik vagy szünetel, a megszűnést vagy a szünetelés hónapját követő hónaptól; ab) állami ösztöndíjas képzésre sorolják át, az adott félévtől; ac) az önköltségét harmadik fél, számla ellenében fizette be, az adott félévtől; ad) egyéb, a doktori képzésre vonatkozó intézményi tanulmányi ösztöndíjban részesült, annak adott hónapjától kezdve; ae) az ösztöndíj alapját képező támogatási szerződés bármely ok miatt megszűnik az Egyetem és az Alapítvány között, a megszűnést követő hónaptól; af) a doktori képzés mintatantervében a megelőző félévben előírt tanulmányi kreditérték 80%-át nem teljesítette, a következő félévtől; ag) az utolsó két olyan aktív félévében, amelyben nem külföldi részképzésben vett részt, nem teljesít legalább együttesen 45 kreditet, a következő félévtől; ah) a komplex vizsga teljesítésével, a következő félévtől; ai) a hallgató a kutatási tervét megváltoztatja és az a pályázatban meghatározott geopolitikai ill. regionális kutatási területhez nem kapcsolható (ennek igazolására a Doktori Iskola vezetője nyilatkozata szükséges, melyet a tudományos rektorhelyetteshez kell benyújtani), a témaváltás hónapját követő hónaptól; aj) az ösztöndíjszerződést a szerződésben meghatározottak szerint bármelyik fél felbontja; ak) a doktorandusz az ösztöndíjszerződésben vállalt kötelezettségét megszegi, nyilatkozattételi kötelezettségének nem tesz eleget, a szerződés megszegését követő hónaptól; 8.) Termination of eligibility for the scholarship: a) The student forfeits his/her eligibility for the scholarship and the scholarship may not be paid further, if: aa) the student s student status ceases or is suspended; starting from the month of the termination or suspension; ab) he/she is transferred to state scholarship training, from the given semester; ac) the tuition payable by the student was paid by a third party against an invoice, from the given semester; ad) he/she has received any other institutional study scholarship applying to the doctoral course, starting on its given month; ae) the grant contract between the University and the Foundation underlying the scholarship, is terminated for any reason, starting from the month of such termination; af) he/she has not obtained at least 80% of the credit value required in the previous semester of the model curriculum of the doctoral programme; from the next semester; ag) he/she has not obtained at least 45 credits in total in the last two active semesters when he/she was not involved in foreign partial training, from the next semester; ah) by the completion of the complex examination, from the next semester; ai) the student changes his/her research plan and it is not related to the geopolitical or regional research area indicated in the grant application (this should be certified by the statement of the Head of the Doctoral School, which must be submitted to the Vice-rector for Research), from the month following the month when the topic was changed; aj) any party terminates the grant contract, as specified in the contract; ak) the P.h. candidate violates his/her obligation committed in the scholarship contract, fails to comply with his/her obligation of making a statement, from the month following the month of the violation of the contract;

al) a differenciált ösztöndíjra vonatkozó dokumentumokat nem nyújtja be határidőben, a mulasztást követő hónaptól. 9.) A pályázatot a NEPTUN tanulmányi és nyilvántartási rendszer Ügyintézés/Kérvények/Kitölthető kérvények menüpontjában elérhető Teljesítményalapú Doktori Ösztöndíj Pályázat 16/F 2018/2019 kérvényen keresztül kell benyújtani. A pályázási időszak: 2018. december 3-9. 10.) A pályázat benyújtásának határideje: 2018. december 9. 23:59. 11.) A határidő elmulasztása jogvesztő, a késedelmesen benyújtott, illetve hiányos pályázatot a Kuratórium nem veszi figyelembe. 12.) A pályázathoz fel kell tölteni a) a kutatási tervet, amennyiben van, a publikációs jegyzéket, a publikáció(ka)t vagy azok linkjeit, valamint az időszakra vonatkozóan a hallgató egyéb, a témájához kapcsolódó szakmai tevékenységeinek (pl. oktatás, konferenciaszervezés, kutatási projektrészvétel) ismertetését. A pályázathoz csatolandó anyagokat szkennelt változatban és PDF, PNG, JPG vagy JPEG fájl formátumban lehet feltölteni, melyeknek egyenkénti mérete nem haladhatja meg az 500 Kbot. A kérelmet addig nem lehet elmenteni, amíg nem került feltöltésre legalább egy dokumentum. 13.) A pályázat elbírálása: a) A pályázatokat legalább 3 tagú Kuratórium bírálja el és dönt az ösztöndíj odaítéléséről, a Geopolitikai Tanácsadó Testület előzetes véleménye alapján. A Kuratórium elnöke a tudományos rektorhelyettes, tagjai az EDT elnöke és a PADE Alapítvány által delegált személy. Amennyiben a pályázó nem az NKMDI doktorandusza, a Kuratórium 4 tagú, kiegészül az érintett doktori iskola vezetőjével. al) he/she fails to submit the documents on the differentiated scholarship within deadline, from the month following the month of the failure. 9.) To submit the application use the following menu item in NEPTUN: Ügyintézés/Kérvények/Kitölthető kérvények/teljesítményalapú Doktori Ösztöndíj Pályázat 16/F 2018/2019 (Administration/Applications/Application templates /Doctoral Scholarship Grant Application 16/F 2018/2019). The period of grant application is:3 to 9 December 2018 10.) Deadline for the submission of grant applications: 09 December 2018 23:59. 11.) Applications submitted after the deadline or with deficiencies will not be considered. 12.) The following items need to be uploaded for the grant application b) the research plan, if there is one, the list of publications, the publication(s) or their links, furthermore, a presentation of other professional activities of the student related to his/her topic (e.g. education, organization of conferences, participation in research projects). Materials to be attached to the application may be uploaded only in scanned PDF, JPG, JPEG, or PNG file format. The size of a scanned file should not exceed 500 kb. The application cannot be saved until at least one document has been uploaded. 13.) The assessment of the application: a) The grant applications will be assessed by an Advisory Board of at least 3 members, which will decide on granting the scholarship based on the preliminary opinion of the Geopolitical Advisory Body. The chair of the Advisory Board is the Vicerector for Research, its members are the chair of EDT and the person delegated by PADE Foundation. If the applicant is not a P.h. candidate of NKMDI, then the Advisory Board will consist of 4 members, it will be completed by the head of the affected doctoral school.

b) A Kuratórium a benyújtási határidőt követő 10 napon belül meghozza döntését. c) A bírálat során előnyt jelent, ha a doktorandusz a geopolitikai alprogram hallgatója. Rangsorolásnál a Kuratórium figyelemmel van a pályázó felvételi pontszámára, szakmai publikációs teljesítményére. 14.) Teljesítményigazolás Az ösztöndíjasnak az 1., 2. és 3. ösztöndíjas félévet követően teljesítményigazolást kell benyújtani a Kuratóriumnak. A teljesítményigazolásra való felhívást, a kötelező tartalmi elemek és határidő megjelölésével a tudományos rektorhelyettes teszi közzé a NEPTUN rendszerben. Ennek keretében kell nyilatkoznia az ösztöndíjasnak az ösztöndíj folyósítására vonatkozó feltételek fennállásáról is. 15.) Differenciálás A teljesítményigazolás alapján a Kuratórium a Geopolitikai Tanácsadó Testület előzetes véleménye alapján értékeli az ösztöndíjas teljesítményét és besorolja a 4/b). pont szerinti finanszírozási kategóriák valamelyikébe. A besorolási döntés adott félévre vonatkozik. A differenciálási szempontrendszert jelen felhívás melléklete tartalmazza. 16.) Jogorvoslatra a közléstől számított 15 napon belül, a Neptunban leadott felülbírálati kérelemmel van lehetőség. A pályázatról további felvilágosítás Cserniczky Krisztinától az osztondij@uni-corvinus.hu címen kérhető. b) The results will be announced by the Advisory Board within 10 days after the submission deadline. c) It is regarded as advantageous in the assessment if the P.h. candidate is a student of the geopolitical sub-programme. When ranking, the Advisory Board takes into account the admission score and professional publication performance of the applicant. 14.) Certificate of Performance The scholarship holder is required to submit a certificate of performance to the Advisory Board following the 1st, 2nd and 3rd scholarship semesters. The call for submission of the performance certificate will be announced by the Vice-rector for Research in the NEPTUN system, indicating the obligatory content elements and the deadline. As part of that, the scholarship holder also needs to make a statement on meeting the conditions applying to the payment of the scholarship. 15.) Differentiation Based on the certificate of performance, the Advisory Board will assess - taking into account the preliminary opinion of the Geopolitical Advisory Board - the performance of the scholarship holder, and assign him/her into one of the financing categories defined in section 4/b). The decision on assignment applies to the given semester. The system of aspects of differentiation is contained in Annex this call for application. 16.) Legal remedy is available within 15 days following the date of communication, by an application for review to be submitted in Neptun. Melléklet Annex DIFFERENCIÁLÁSI SZEMPONRENDSZER Az ösztöndíjas által benyújtott teljesítményigazolás alapján a Kuratórium az alábbi szempontok alapján, figyelemmel az ösztöndíjasok egymáshoz viszonyított teljesítményére, értékeli és sorolja be az ösztöndíjasokat a 2., 3. és 4. ösztöndíjas félévekre:a teljesített tárgyak érdemjegyei (a teljesített tárgyak érdemjegyeinek számtani átlaga) (0-5 pont) egyéb kreditek: o publikációs tevékenység: a doktori szabályzatban előírt kreditértékekkel kiszámolva; amennyiben nem besorolható publikációkat mutat be a Pályázó, annak értékét alacsonyabb pontszámmal értékeljük (az elért kreditek alapján 0-5 pont) konferenciákon való részvétel, előadások száma (0-5 pont) o a kutatási tevékenységükért kapott kreditérték (0-5 pont) o oktatási kredit: a Pályázó óratartási, oktatásszervezési aktivitása (0-5 pont) o a Pályázó anyaintézetében vagy az egyetem bármely szervezetében végzett egyéb tevékenységei (pl. konferenciaszervezés, workshop szervezése, azon való részvétel, szakkirándulások szervezése, azon részvétel stb.) (0-10 pont). Az egyes szempontok 0 és 5 pont (illetve egy esetben 0-10 pont) közé helyezését az ösztöndíjasok relatív (egymáshoz viszonyított) eredményei alapján határozza meg a Kuratórium. A kapott pontszámok összegezésével (maximális pontszám: 35) felállított rangsor alapján történik a differenciálás. ASPECTS OF DIFFERENTIATION Based on the certificate of performance submitted by the scholarship holder, the Advisory Board will assess and assign the scholarship holders, with regard to the performance of the scholarship holders relative to one another, to the 2nd, 3rd and 4th scholarship semesters: the grade received in the completed subjects (arithmetic mean average of the completed subjects) (0 to 5 points) other credits: o publication activity: calculated with the credit values defined in the doctoral regulation, if the Applicant presents publications that cannot be assigned, then a lower score will be given to the value of these (0 to 5 points based on the obtain credit) participation in conferences, number of lectures (0 to 5 points) o credit value received for research activities (0 o o to 5 points) teaching credit: the activity of the Applicant in holding classes, education organization (0 to 5 points) other activities performed by the Applicant in his/her parent institution or in any institution of the University (e.g. conference organization, workshop organization, participation in workshops, organization of specialized tours, participation in such tours, etc.) (0 to 10 points). The setting of the individual aspects between 0 and 5 points (and in one case between 0 and 10 points) will be defined by the Board of Trustees based on the relative performance (i.e. compared to one another) of the scholarship holders. Differentiation will be performed according to a ranking arrived at by summarizing the resultant scores (maximum score: 35).
