EGYEDI RAJTENGEDÉLY Kipróbálhatod, hogy milyen: 2 napon át versenyautóban ülni és autózni, egy Prológon, +7 gyorsaságin és 110 gyorsasági km-en keresztül! /a verseny legrövidebb gyorsaságija: 11,00km (!)/ Az egyedi rajtengedély lehetővé teszi az érvényes MARB igazolvánnyal rendelkező amatőr versenyzők számára az Int. Baranya Kupa 2018 Rallye2 OB futamon való részt vételt, 110km gyorsasági szakasz megtételével. Az egyedi rajtengedély díjmentes. Az adott Rallye2 versenyen az egyedi rajtengedéllyel indulók: részt vehetnek a rendezvényen, a Rallye2 résztvevőivel közös eredménylistán szerepelhetnek, a Rallye2 résztvevőivel közös értékelésben szerepelhetnek, a Rallye2 OB értékelésben pontot nem szerezhetnek, az egyedi rajtengedélyes versenyzők a kifejezetten a számukra kiírt különdíjazásban részesülnek (1-3. helyezett egyedi rajtengedélyes páros) Rallye2 versenyen, egyedi rajtengedéllyel történő indulás feltétele: érvényes MARB igazolvány (érvényes sportorvosi + online MARB vizsga) legalább egy, vezetőként az aktuális vagy az előző versenyévadban teljesített verseny, az INT Baranya Kupa 2018 nevezési zárlatáig július 24. egyedi rajtengedély kérelem megküldése az RSB-nek. a kérelem pozitív elbírálása (MNASZ RSB által) esetén, Rallye2 online szabályismereti vizsga szükséges (díja 5.000,-Ft, amely átutalással fizetendő az MNASZ-nek) érvényes rallye szakági nevezői licence-szel rendelkező nevezői háttér (azaz nevezés) szükséges Egyedi rajtengedélyes versenyzők nevezési eljárása: Az RVSZ VII. 2. cikkelyével összhangban, jelen kiírás 4. pontja szerint. 5 Dear Competitors! I would like to welcome you on Int. BARANYA KUPA 2018 which will be held in the 16th times this year. The city of Komló, from 2003 welcomes the representatives of rally society and looking forward to this great event. The last few years the competition stepped on a new level, when it joined in the Mitropa Rally Cup series and become international. This tendency will continue this year, since next to the Mitropa Rally Cup the competition also becomes part of the FIA CEZ championship. On the whole, we want both the competitors of national and international championships to return to home with full of great experiences and nice memories and next year come back to Komló. This year e have planned a busy schedule for the Competitors. The competitors of Mitropa Rally Cup 2018 and the competitors of the National Rally Championship and National Rally Challenge will be racing together in group M in the 121,40 km long special stages. For the competitors of Historic CEZ and National Championship and for Rallye2 an extra length of 110,40 km special stages, will be waiting, with 1,5 multiplier in the National Championship qualificaton! I am happy to inform the concerned crews that on Int. BARANYA KUPA 2018, this year again, MARB competitors can also start with the so called individual start permission which as its ancestor the daily license gives a peak to the Rallye2 championship. (min. requirements: race car with R2 technical passport, sport doctor certificate, successful exam in the knowledge of rules) The program of the Int.Baranya Kupa 2018, this year again, built on the classical stages of Mecsek hill and the participants has to compete both in the dark and daylight. Why should you choose the Int. Baranya Kupa 2018? Here are the resons: HISTORIC Besides the city center prologue, we are waiting for the competitors of Historic with 110 km special stages and a 1,5 multiplier in the National Championship in our most traditional historic competition. Despite of the the busy program, by Sunday all competitors can rest at home with their families. RALLYE2 110 km super stages, (138%) one and a half multiplier, long super stages in the Mecsek. Should I say more... RALLYE1 + ORB and ORC The contestants of group M can use RACE TIRES FROM ANY BRAND (that are corresponding to FIA regulations) on Int. Baranya Kupa 2018! ORB and ORC competitors starting here: - can compete in an international race - can test for the next race on tarmac - can test for Mecsek Rallye There is no better and cheaper race simulation! Use this chance! MARB The so called individual start permission established last year gives the chance for MARB drivers to try a Rallye2 National Championship race and race 110 km in 24 hours on an international race. 7 1. INTRODUCTION 1.1. Introduction The Int. Baranya Cup 2018 will be run in compliance with the following regulations: FIA International Sporting Code and its appendices; the 2018 FIA Regional Rally Sporting Regulations; the regulations of Mitropa Rally Cup 2018 approved by the FIA and Deutscher Motor Sport Bund (DMSB-Visa-No.: 803/18); the MNASZ General Sporting Rules & Regulations 2018 issued by the National Automobilsport Federation of Hungary (MNASZ); the (RVSZ) which comply with the FIA regulations; MNASZ General Sporting Rules and Regulations; and these Supplementary Regulations. Modifications, amendments and / or changes of these Supplementary Regulations will be announced to all entrants by numbered and dated Bulletins (issued by the organizer or the Stewards). The FIA ISC and 2018 FIA Regional Rally Sporting Regulations in English and in French are published on the website of FIA Hungarian version of MNASZ. 12 3.3 OFFICIAL RALLYE PARTY The organizer of Int. Baranya Kupa 2018 hereby informs the crews, the team members, and the spectators, that on 04. August 2018 (Saturday) from 21:00h an OFFICIAL RALLY PARTY will be organized at CAMELEON CLUB. The organizers of the party will be waiting for the participants of Int. The cars must possess a homolgisation document and they must comply with the rules of A/N Group and P Group valid at the time of their homologisation or presently, the rules of Group P and in case of competitors with Hungarian license FIA Technical Passport and National car sporting passport. In group M the standard, (factory component), fuel tank is accepted without any modification. The safety equipment of participants in the RC1-3 class must comply with the rules of FIA Appendix L and the equipment of class GTM + RC4-10 must comply minimally with the regulations of Rally2, the using of FHR (HANS) in these classes is highly advised Eligible cars in National Historic Championship, groups and classes: 1. Baranya Kupa The usage of the device is compulsory throughout the rally! With their signature on the entry form participants give permission for the GPS system operator to submit the data to the organizer, the organizing committee and to the MNASZ RSB. Rental fee of the GPS device: included in the entry fee of Hungarian competitors including 27% VAT for foreigner competitors which should be paid in cash at the administrative check. The installation of the GPS system to the race car and its correct operation in case of all competitors will be checked during the Technical scrutineering. A after the race or in case of elimination the GPS device should be handed down to the Rallye HQ immediately. 4.6 Payment details For participants of Hungarian National Rally Championships (Rallye2, Historic) and Group M Who are NOT registered to MRC. 15

In case of the rejection of the Organizer s optional advertising an increased entry fee (category of Without org s proposed ads ) must be paid. During the competition for missing advertisements a penalty maximized in the entry fee can be charged. Start numbers and advertisements cannot be longer as the car s body. For advertisements placed on the windows the FIA, MNASZ and Hungarian road traffic rules must be considered. Art TIRES 7.1 Eligible tires during the reconnaissance: For all competitors, according to general rules of Hungarian traffic laws. 17

18 7.2 Eligible tires during the prologue: The following rules must be fulfilled by the competitors on the prologue: Group M + CEZ Historic In accordance with FIA regulations. NO further regulation. Rallye2 + Historic RVSZ chapter I. Article 30. During the race, after the service in the Parc Fermé the race cars must have the bar codes of the tires outside so they can be read. The breaking of these rules can be sentenced with disqualification by the stewards. 7.3 Tires that can be used during the race For Group M (group M + Mitropa Rally Cup) competing outside of national qualification (outside of Rally2 and Historic National Championship) the rules of FIA Regional Rally Championships are applicable, independently from the brand of the tire of the date of the homologization with the following exception: the hand cutting of the texture or the modification of a given pattern is allowed but the procedure can only be carried out in the service park. Attention! The competitors of group M can use any race tires without made (brand) restrictions in the competition. In other words: Beside the registered Hankook and Pirelli race tires, race tires from earlier competitions and/or race tires from other brands, in accordance with FIA regulations, can be used! For competitors in Rallye2 qualification in accordance with RVSZ. chapter I. article 30. For competitors in Historic qualification: RVSZ chapter X FUEL In the qualification of Group M, in all classes, besides the FIA compatible fuels, (fuels determined in relevant FIA regulations) all fuel available in commercial trade can be used. In the qualification of Rallye2 and Historic in all classes, besides the FIA compatible fuels, (fuels determined in relevant FIA regulations) all unleaded fuel available in commercial trade can be used, (except AVGAS plane fuel) but it cannot be mixed with any additive. The Organizer gives the permission to refuel the rally cars on individual service places. The competitor is responsible for refueling. It is obligatory to keep on standby a minimum of 2 pieces of fire extinguisher, under refueling. Missing or invalid fire extinguisher will incur at least , - HUF cash penalty by the Stewards. 9. RECONNAISSANCE 9.1. Procedure of registration Before reconnaissance crews must fill in registration form (Appendix 2., - Statement) and submit it the latest at the date of the road book issuing. After filling in and checking the data Competitors will get an identification card and they must submit 1-1 pc. of id photos. This card must be fixed in the racing cars rear right window, and it must well appear from outside. Every crew will receive a numbered identification PÁLYABEJÁRÁS (RECCE) sticker from organizer, which must be affixed in right upper part of the windscreen during reconnaissance at all times. Missing sticker will mean failure of the reconnaissance prescriptions. In the case, that sticker is damaged or in the case of the changing of the recce car, the crew need to ask for new sticker. 18

19 Competitors must carry their license during reconnaissance and show it to the Marshals if they ask for it Schedule of reconnaissance Reconnaissance is only permitted according to the time schedule of appendix 2. article Specific / national prescriptions speed limit in the super stages a.) We emphasize to all entered competitors that the super stages are not closed roads during the reconnaissance. The reconnaissance is not practice! All competitors must be aware that the roads can be used by other vehicles especially by agricultural and forestry machinery. Therefore, all Hungarian traffic laws and speed limit must be strictly adhered, and the safety and all rights of other road users must be respected. b.) c.) In the case of infringement of the traffic laws the Clerk of the Course stewards will issue a penalty based on the following: RVSZ chapter I. RECONNAISSANCE and RVSZ chapter I. OBSRVANCE OF THE RULES OF TRAFFIC. The size of this penalty will not be influenced by the penalty imposed by the police. Other infringements during the recce can be reported to the Stewarts. The reconnaissance will be supervised by Members of Organizing Committee, Colleagues of Marco Racing Team, MNASZ Marshalls, Members of Hunters Associations (territorial competent). The rules of the reconnaissance can be checked by the RSB, independently from the organizer and it can issue an additional penalty Speed control Speed detection devices, Stalker PRO and Kustom Pro Lite, (serial no.: ) Bushnell Speedster Series II Radar Gun type certified radar, will be operated during reconnaissance by the Organizer (if a further, other type of device will be used the organizer will inform the competitors in a form of bulletins.) The stewards can penalize the exceeding of speed limit with the penalty of violating the traffic laws on the recce. The penalties will be defined by the stewards based on the report of the organizer (time penalty, fine, withdrawal of start permission) Prescriptions for the recce cars: the exhaust shall be a series production exhaust with a maximum noise level within the permitted Hungarian noise level-102 db(a) the safety roll bar is permitted in accordance with FIA Appendix J Art additional road-homologated headlamps are authorized the crew may use a "light" intercommunication system (without helmets) the recce car should be equipped with tires based on article 7.1. of this supplementary regulation only regular cars can be used in the recce. 23 11.6. Noise level RVSZ Chapter I. Art in conformity with FIA rules (FIA Appendix J Article ) Race cars which noise level exceeds 102dB (A) level in the scrutineering cannot receive a start permission Special national rules Documents to be presented on Scrutineering: fully filled Scrutineering Form signed by Administrative check secretary car registration documents and in case of Sport registration, ( SP reg.) with all official attachments original homologation form with the used extensions verifications (safety roll bar, tank, catalyzer etc.) Car Sporting Passport issued by Competitor s ASN or FIA Technical Passport or HTP for Historic cars Each competing car shall carry a size A/3 SOS/OK card (red SOS sign and on the reverse side a green OK sign measuring at least 42 cm x 29.7 cm) and a red reflective triangle which will be checked on Scrutineering All of advertisements and identifications must be fitted on competing car for Scrutineering. It will be checked at entry of Scrutineering. Without the proper placement of the prescribed advertisements and identifications the race cars cannot report at Scrutineering. For the rejected cars late arrival to the Scrutineering, and for the possible penalties resulting from that, exclusively the crew members are responsible The cars should be presented fully prepared and ready for all necessary sealing and marking. All parts need to be marked (turbo, spare turbo etc.) must be prepared (appropriate holes for the wires, wire for the sealing, previous marks taken off) If the car and spare parts are not prepared for the sealing, wiring included, the car may not be authorized and for the possible penalties resulting from that, exclusively the crew members are responsible Operating the speed checking GPS monitoring system All race car must be equipped with a speed checking GPS monitoring system provided by a MNASZ RSB appointed supplier. The usage of the device and its appropriate working is compulsory throughout the race. The GPS device and its accessories are issued at the optional administrative check and at the administrative check Installation of the GPS system The installation and proper operation of the GPS system, issued at the optional administrative check and at the administrative check, will be checked at the scrutineering. a.) GPS device and its accessories (installation kit) GPS device, magnetic antenna, 2 pcs. buckle, 12V cigarette lighter cable (for the recce car), SOS panel with connection cable, (which provides the 12 V power supply in the race car, and the connection between the SOS panel and the GPS system during the race) b.) Installation the speed checking system to the race car A 12 V cable must be installed to the race car directly after the depowering-switch on the right-hand side B column which also includes an A5 fuse. For the installation of the device, to the right-hand side B column, the 2 pcs. of buckle should be used by connecting the cable that can be found on the SOS panel to the GPS device with a 15 legs connector. The magnetic antenna (which should be placed on the top of the car or on the cargo cover in a safe place) should be connected to the GPS device with the antenna connection and harness and a 12 V power supply. The re-installation of the GPS system to the race car and its proper installation will be checked for all competitors at the scrutineering 03. August 2018 Friday. 23

The operation of the Safety Emergency Console (SOS panel) and the operation of GPS device during the race: The SOS panel should be placed to the race car in a way that is reachable for both contestants without unbuckling. It is advised to be placed on the floor between the two seats or on the ceiling. In case the SOS sign should be used (the contestants need help) they should turn the switch under the red lid. As a result, the device sends a distress signal to the Rally HQ. For turning off the SOS sign put the red lid back. d.) Returning the GPS device and its accessories In case of elimination as soon as it is possible, but latest at the end of the race, the GPS device and its accessories should be taken out of the race car and should be brought back to the Rally HQ or should be given back to the supplier at the entrance of the Parc Fermé Technical Checks during the rally and after finish Competing cars retired from the event by technical, mechanical or whatever reason can only be transported from the area of the rally, with the approval of the technical delegate of the rally. Cars transported from the area of the event without an approval must be bonded for a new technical passport issuing. The MNASZ Secretariat, based on the report of technical delegate, must inform, in writing, the entrants of the given race car that the race car s damages were not inspected during the race, therefore the car s technical passport will be postponed by the Technical Committee and the competitor or crew will be disqualified from the given race. Rallye2 in accordance with RVSZ. chapter VI. article The process of the PROLOGUE It will be held on 03. august 2018, Friday from 16:00h on the main street of the city of Komló (Komló, Kossuth L. Str.) and it will be integral part of the competition but the time result of this will be not included in the classification of the race. The organizer publishes a drawing of the tack in the Road Book. The time result of the prologue is not considered in the classification but to start in the prologue is obligatory on pain of preclusion for all competitors. Those who not start in the prologue the stewards can penalize! The provisions of special stages are valid in the prologue (dress, co-driver etc..) Only the entered competitors can sit in the race car during the prologue Starting on the PROLOGUE The start will be organized by the orders of the Marshals, based on the advertised start list. At the start of the prologue an electronic start light device is to be applied. The moment of the start the signal red light goes out and the green light goes up. Marshalls write only hour/minute on time card. The actual start time for the following section and target time will be entered in the time card at the STOP. The starting of the PROLOGUE will organized by the following order: Group 1: Historic (including CEZ) in increasing start number order Group 2: Rallye2 in increasing start number order Group 2: Group M (including MRC) in increasing start number PROLOGUE Recce Date: 03. August 2018 (Friday) between 14:30-15:30 Exclusively on foot, based on the drawing of the track from the Road Book Qualification of the PROLOGUE Competitors who do not follow the preassigned track (miss the track) will get 3 minutes time penalty and they will be ranked by the sum of their prologue time and the penalty on the classification of the prologue. The track will be marked by passenger car tires. The wrecking of these tires will not result automatically in time penalty. The wrecking of the track will be noted by the Marshalls and in case of prove intent and/or undue advantages, the Marshall of the prologue will define the time penalty which will only affect the time result of the prologue and will be exclusively added to that. In case of a tie in the prologue the crew with the higher start number will earn the better rank. The prologue will be awarded by a separate prize which will be given out in the end of the race on the prize giving ceremony. 25

26 Flags applied at the PROLOGUE During the prologue, YELLOW and RED flags will be applied. Any signs with flags can be given only by marshals wearing white tabards. Their role is to help avoiding further damage and injurie in case of an accident. In case it is needed the marshal will notify the arriving competitors. YELLOW FLAG: INCREASED ATTENTION! DANGER ON STAGE! RED FLAG: STOP IMMEDIATELY! Any crew stopped by the red flag can only leave the stage by the order of the marshals. In such case the crew can decide if they start over or take the time they have received on the prologue. In the case of the prologue the precise time will be defined by the chief marshal Start procedure of special stages On the start of the special stages an electronic timer signaling device will be used which will be clearly seen by the start position of the crew. The electronic timer signaling device is connected to a photocell which immediately signal the early start. This photocell is placed 40 cm behind the start line. The car s front must be on the start line. The activity of the marshal at the start: at 15 seconds, they show the 15 seconds hand sign or plate. at 10 seconds, they show the 10 seconds hand sign or plate and points at the start device, which will count down the seconds till the start sign at 5 seconds, the red light goes up on the bottom of the start device. Start: after 5 seconds, it will be marked when the red light goes out Ceremonial Finish Date: 04. Super Rallye In accordance with RVSZ chapter VI. article Special regulations including organizer s promotional activity Procedure in the case of the accident If the accident happened on the place where spectators were standing, it is compulsory for the driver to stop immediately and make sure that nobody was injured, and nobody is at risk. If there is, the drivers are compulsory to help. In case of personal injury, the SS Chief must be informed, and the marks should be preserved as good as possible. The crew cannot continue the competition and can only leave the place of the accident by approval of the Police. Any infringement of this regulation will be penalized by the Stewards, penalty may go as far as exclusion. Requirements in the case of accident and safety requirements 1) All participants must thoroughly know Art. 40 of the FIA Prescriptions: SAFETY OF COMPETITORS. 2) In case of a major injury when urgent medical intervention is needed if it is possible, the red SOS sign must be shown to the next competing car by one of the crew members if possible. 3) When a red SOS sign is displayed, or an accident can be seen in which crews are in the car and unable to display the SOS sign, it is MANDATORY FOR THE NEXT COMPETING CAR TO STOP and immediately to render assistance. STOPING IS MANDATORY for all other competing cars arriving to the scene. An empty lane has to be left for the ambulance and special ambulance. The second competing car must proceed and inform the next safety point. 4) The second competing car must proceed and inform the next safety point (which can also be the SS final) about: The start number of the involved crew, Number of injured persons members of a crew or spectators and nature of their injury, Number of crew members or spectators trapped inside or outside the car, Location of the accident, i.e. the closest road book junction or kilometer post, Any other vital information, i.e. fire, water, electric shock hazard. 5) All competitors stopped in the SS must place their red triangle on the side and at least 50 m before (driving direction) where the car is stopped even if car is not on the road and the road is completely clear. 6) In case of an accident with no need for medical intervention and in case of technical failure, green OK sign must be displayed clearly visible by any of the crew members for the next competing cars. 7) In case the crew leaves the car behind they must place the OK sign in a position that can be seen by the other competitors from the driving direction. 28 In case of accident or technical problem on the special stage a warning, triangle must be placed out by the competitors at least 100 m before the car on the side of the road where the fallen-out car can be found Due to the possible high temperature during the race, the Organizer allows the crews to be given 2pcs 0,5 l drink after the finish of the SS (right after the sign of the Finish sign, within max. 50 m) Additional Road Books can be bought by the competitors. The price is HUF (including tax) and it has to be paid at Road Book issuing. Additional Road Books are also given out according to the schedule Members with valid Team Manager License receive their Csapatvezető card only at the time of administrative check, where they must present their team manager license and entrant licenses. Approaching TC stations and special stages is permitted only with Team Manager card, which have to be placed on right upper side of front windscreen (driving direction) Damages on the rally cars caused by wild animals are excluded according to the Civil Code (2013) Act V. 6:563.. (2) In case of any report may arrive about forbidden (with no permission) tests in Baranya county as of the publication time of present supplementary regulation until the beginning of the event ( ), the Organizer will regard it as the violation of reconnaissance regulations and will report its the Committee of Stewards. Relevant crew can be fined up to 250,000 HUF All rights, printed or electronical publications reserved by the Organizers of Int. Baranya Kupa 2018, including shortened or broadened versions of publications. Complete publications or their abstracts can NOT be published in any form and cannot be presented in an open presentation without a written permission from Marco Racing Team Kft At the event Int. Baranya Kupa 2018 utilization of the property rights for (example: commercial, hostess, advertising) belong to the organizer of the event. Marco Racing Team Kft. is entitled to provision of these rights. Based on this the Organizer draws the attention of any individual or organization taking part in Int. Baranya Kupa 2018 that any activities mentioned above can be given by the Organizer only, to contracted parties in case of signing a written agreement until 01. August :00.h Media accreditations will be run according to the rules of RSB Media, Rallye Media Committee and 2018 s media and accreditation rules of Marco Racing Team Kft. at Int. Baranya Kupa Organizer of the Int. Baranya Kupa 2018 declares here and in other ways accessible to anyone, that everyone is taking part of the race at their own responsibility and is the Organizer is not responsible for any claims which occur to the participants of the rally. MOTORSPORTS ARE DANGEROUS! PARTICIPATE AT YOUR OWN RISK! On-board cameras Crews using on-board camera on the race, must inform the staff in a written form during the administrative check. Installation of on-board cameras may be checked at scrutineering. If onboard cameras are placed in the race car, technical delegates may check them at the Service Park exit Official time during the rallye Mediated time by GPS for the valid time zone 28

The locations of the ceremonies can only be reconnaissance by foot without any time limit. 2.2 Special / National regulations Driving direction and number of visits The Nyárásvölgy - Hetvenhely and Alsómocsolás- Mecsekpölöske junction special stages are not open for road traffic. On their foresty section crossing only alowed in accordance with the direction in the Road Book. The Organizer suggests that when they make a recce plan, competitors most consider, that the one-way forestry section between Alsómocsoád Kisvasszar can only be approached on an approximately 25 km long (approx. 20 min.) etap. During reconnaissance, the Hungarian traffic law must be followed as well as restrictions of private area roads. During reconnaissance SS roads are not closed, hence other participants (especially forest and agricultural machinery) in traffic can also be expected. If the special stage is on a private road, or on a road that is not open for the public traffic if there is no other speed limit restriction, the speed limit during the recce is: 70 km/hour. On all other roads, the Hungarian Traffic Laws must be followed. The presence of team members on the special stages during the recce 36

37 During the recce, on the private roads, (on roads that are not open for public traffic) only the entered competitors (entered driver + 1 more person) can be present. The other members of the team, (team leader, engineer, mechanic, guest ) cannot enter and cannot drive any vehicle on it. Violation of this rule considered as the violation of the rules of reconnaissance. Penalty of the violation of the rules of reconnaissance. Competitors who do not comply with the regulations of reconnaissance stated in this Supplementary regulation based on report of the Organizer- can be fined by the Stewards, even with exclusion and the Stewards must inform RSB. Cash penalty can be up to 250,000 HUF. The stewards can penalize the exceeding of speed limit with the penalty of violating the rules of reconnaissance. The penalties will be defined by the stewards based on the report of the organizer (time penalty, fine, withdrawal of start permission). Competitors who do not comply with regulations of reconnaissance which is in this Supplementary regulation can be fined with time penalty by the Stewards based on the report of the Organizer, but in that case cash penalty is not possible. The start permission of competitors, who commit demonstrably traffic law violation OR accident OR damage to property during reconnaissance, or outside of the reconnaissance on official rally route, must be withdrawn. Entry fee will not be given back, RSB must be informed. Reconnaissance rules can be monitored also by members of RSB independently from Organizer, and those who does not follow the rules, can be fined by RSB. We emphasize to the entered competitors, that reconnaissance is not practice! All Hungarian Road Traffic Regulations of Hungary must be strictly adhered to and the safety and rights of other road users must be respected. After the official registration for the reconnaissance of the event, crews must use the strikers I accordance with the prescriptions. Violation of these rules considered as serious violation of the rules of the reconnaissance and will be penalized by the organizer up to HUF. During reconnaissance only, street cars can be used! Using the race car entered to the competition is forbidden! Penalties are based on the report of Inspectors participating in controlling forbidden reconnaissance: Members of Organizing Committee; Colleagues and assigned of Marco Racing Team; Members of Pécs Committee of ASN Marshalls; Colleagues of Mecsekerdő Zrt and affected Hunters Committee; Members of Hunters Associations (territorial competent). Amendment to RVSZ I. 17.3: During the recce, the Organizer can check the observance of speed limit with Stalker PRO and Kustom Pro Lite, (serial no.: ) certified speed detectors. Based on the results, the above determined penalties of exceeding the speed limit can be applied. 2.3 Rules for tires during reconnaissance The organizer not regulates the tires that can be used during the event. 37

If the territorial conditions allow it, additional space is provided for 1,500 HUF/m2 (gross) as well as joint service area for common service free of charge. Deadline for the request of common service areas (larger service area, common service) 30, July 2018, 20:00h The organizer cannot accept requests arriving after the deadline. Baranya Cup 2018 service 5.6 REFUELLING ZONE Refueling is allowed in the service park. The entrant is responsible for refueling. During the whole time of refueling, 2 pieces of valid fire extinguishers must be placed on the spot. Failing this, entrant will be fined by the Committee of Stewards up to 150,000 HUF. 5.7 SERVICE PARK DEPOSIT AND CLEANLINESS To maintain cleanliness, service areas will be inspected by the Marshalls. When leaving the service area, waste must be disposed, and the area must be restored to its original stage. With the aim of control and comply this, 20,000 HUF (50 in case of foreign contestants) deposit must be paid at the Road Book issuing. The total amount will be refunded at the end of the competition or in case of retreat, after the service area is checked by the designated Marshal who then handles an acknowledgement. Against the acknowledgement, deposit is refunded at RHQ during opening hours. After this (another date, another time) reimbursement of deposit is not possible. In case of joint service area, more acknowledgements are issued accordingly. To maintain conditions, a minimum size of 5x3 m (oil and fuel resistant) tarp is required under each race car in the service and repair area. Failing this, entrant will be fined by the Committee of Stewards up to 100,000 HUF. 42

43 5.8 PARKING NEARBY THE SERVICE PARK Parking on the roads nearby the service park is allowed only in accordance with the Hungarian Traffic Rules. 5.9 FURTHER INFORMATION ON SERVICE PARKS AND SERVICES For further information on Service Area, please see FIA General Prescriptions. Any service activity is permitted in the Service Area. TC are established for race cars at entry and exit of the Service Park. Speed limit in the Service Park is 30 km/h. a) Staff relating to crew members (staff on service car, auxiliary, refueling, team manager) obliged to obey the rules of rally and the instructions of officials unconditionally. The entrant is responsible for the behavior of the staff during the whole time of the event. Service cars do not belong to the official participants of the race, even if they have the SERVICE card provided by the Organizer. Liability insurance for the rally is not valid for them. The driver and its operator are to take responsibility for any damages. b) In service areas only for Group M and Mitropa Rally Cup competitors, authorized competitors cars and auxiliary cars can stay only. c) Service activity between August 2018 is STRICTLY FORBIDDEN on public areas of Komló. Violation of this rule will be checked by the Organizer, the police and civil guards and will be penalized according to International Sporting Code article 12. by the Committee of Stewards. d) Only team cars with service or auxiliary sticker on them can stay at the total area of the service park and the designated service areas marked by the competition numbers. e) Political, religious and offensive manifestation is FORBIDDEN on the venue, especially in the Service Park. Result of the infringement of this rule will be exclusion. f) Car wash with running water is strictly prohibited due to environmental requirements. Cleaning cars with damp cloth is allowed. g) A minimum size of 5x3 m (oil and fuel resistant) tarp is required under each race car in the service and repair area. h) A 150-liter garbage bag is required to collect the waste. The waste must be disposed when the team leaves the area. i) A minimum of 5 kg of fire extinguisher have to be placed visible and accessible for team members at each repair site. j) Private catering activity is allowed in the service area SERVICE AND OTHER CARS Regulations of cars with SZERVIZJÁRMŰ (SERVICE) sticker During the event, maximum 1 (in case of Mitropa Cup and foreigner contestants 2) vehicle(s) with valid SERVICE card (valid, filled out in accordance with the requirements, affixed in right upper part of the windscreen) per entered competing car can enter the service park. In case a vehicle attempts to enter without a SERVICE card or with invalid card, the entrant will be fined by the Committee of Stewards up to HUF 50,000. If a service vehicle attempts to enter to the service park apart from the given entering time, entrant can be fined by the Committee of Stewards up to HUF 10,000. Regulations of cars with SEGÍTŐJÁRMŰ ( AUXILIARY ) sticker SEGÍTŐJÁRMŰ ( AUXILIARY ) sticker can be bought during Administrative check, and at RHQ (10,000 HUF each). Cars with SEGÍTŐJÁRMŰ ( AUXILIARY ) sticker can enter the Service Park and stay exclusively in the service area of their own team till withdrawal in case of saturation. They can use parking lots of road closing next to the race when approaching SS. Cars with SEGÍTŐJÁRMŰ ( AUXILIARY ) sticker are allowed to leave the Service Park anytime, 43

44 and re-entry is also allowed. Cars failing the rules of Service Park will be refused to enter despite of valid sticker. Entrants violating these rules can be fined up to 300,000 HUF by the Committee of Stewards. Regulations on cars with CSAPATVEZETŐ ( TEAM MANAGER ) sticker Team managers with valid Team Manager licenses can get their Csapatvezető card only at the time and place of Administrative check, where they have to present their team manager and entrant licenses. Approaching TC stations and special stages is permitted only with Team Manager cards, which have to be placed on right upper side of front windscreen driving direction. A limited number of parking places are available for Team Managers at the designated area of the Service Park. They can use parking lots of road closing next to the race when approaching SS. Vehicles with CSAPATVEZETŐ ( TEAM MANAGER ) sticker: Service Park 1: Service Park 2: Can enter via service car entrance to a given parking lot entry is not allowed. Organizer will assign a a parking place near by the service park Drivers failing the rules of Service Park, avoiding the orders of marshals and organizers, will be refused to enter to the service park despite of valid sticker COMMERCIAL AND PROMOTIONAL ACTIVITIES IN THE SERVICE PARK Any commercial activity outside the service areas is strictly prohibited! Vehicles with commercial, promotion and/or any other activity can stay only at permitted and agreed places by the Organizer. Teams can carry out promotional activities inside their service areas free of charge. Commercial activities, extra cars and request for larger service area are possible only in case of a written agreement with the Organizer. Appendix 6: INSURANCE MNASZ Insurance Information Appendix 7: MITROPA RALLY CUP Only those competitors can participate in the Mitropa Rally Cup (MRC) and Mitropa Rally Historic Cup (MRHC) race and qualification who are, in accordance with the current regulations, validly registered to the 54th Mitropa rally Cup (2018) series and possess valid driver s license and valid insurance. 7.1 ELIGIBLE VEHICLES Vehicles must be in compliance with the following regulations: Relevant rules of FIA Relevant rules of the concerned ASN(MNASZ) Relevant rules of the 54th Mitropa Rally Cup This supplementary regulation Mitropa Rally Cup Youngtimer with (expired homologisation) in accordance with the territorially concerned ASN (MNASZ) Mitropa Rally Historic Cup The vehicles of Mitropa Rally Historic Cup should correspond to appendix K of FIA International Sporting Codes, and they should possess a Technical Passport (HTP). The Int. Baranya Kupa 2018 cars will be classified by article of this Supplementary Regulation and the regulations of 53. Mitropa Rally Cup, Article 8. 44

45 7.2 ADMINISTRATION FEE Already registered MRC drivers are not paying an entry fee. Crews registering to the Int. Baranya Kupa 2018 have to pay the following administration fee: MRC administration fee: including VAT and compulsory car insurance Deadline of administration fee: August, - Road Book issuing Also, possible with wire transfer, see article of this Supplementary Regulation. 7.3 CLASSIFICATION In the end of the race the allocation of points will correspond to the rules of 54th Mitropa Rally Cup. 7.4 PRIZES The first three ranked crews in MRC and MRHC will earn a cup.
