(Score: 0.5 points for each correct item) In 376 the Goths took possession of the banks of the Danube in Thrace, and sending envoys to Valens, with humble entreaty begged to be received to the territory of the empire, promising that they would not only lead a peaceful life but would also furnish auxiliaries, if circumstances required. While this was happening in foreign parts, terrifying rumours spread abroad that the peoples of the north were stirring up new and uncommonly great commotions and experienced flatterers immoderately praised the good fortune of the prince, which unexpectedly brought him so many young recruits from the ends of the earth. [ ] And diligent care was taken that no future destroyer of the Roman state should be left behind, even if he were smitten by a fatal disease. (0.5 points for each correct item) Article 1 (1) This Act applies to all persons of Hungarian citizenship domiciled in the Republic of Hungary who consider themselves members of any national or ethnic minority and to the communities of these people. (2) For the purposes of the present Act a national or ethnic minority (hereinafter 'minority') is any ethnic group with a history of at least one century of living in the Republic of Hungary, which represents a numerical minority among the citizens of the state, the members of which are Hungarian citizens, and are distinguished from the rest of the citizens by their own language, culture and traditions, and at the same time demonstrate a sense of belonging together, which is aimed at the preservation of all these, and the expression and protection of the interests of their communities, which have been formed in the course of history. Article 5 (1) In the Republic of Hungary minorities have a right to establish municipal, regional and national self-governments (hereinafter together: minority government). (2) Those voters can participate in the initiation and election of a minority government who are recorded in the register of minority voters (hereinafter: register of minority voters). A voter can only appear in one register of minority voters. Detailed regulations about the register of minority voters are contained in a separate law. (3) The representation of any minority can be taken on by a candidate who is recorded in the register of minority voters. The right of representation can only be practiced for one minority. A kisebbségi önkormányzatot a választópolgárok a külön törvényben foglaltaknak megfelelően közvetlen választás útján hozhatják létre. 27. (1) A helyi önkormányzat a települési kisebbségi önkormányzat részére biztosítja - a helyi önkormányzat szervezeti és működési szabályzatában rögzített módon - a települési kisebbségi önkormányzat testületi működésének feltételeit. A végrehajtásról a polgármesteri hivatal gondoskodik. 61.
